An Associated Press investigation published July 5, 2023, reported that files from Minneapolis Public Schools and Los Angeles Unified were leaked online in separate incidents. The records included highly sensitive information, and the two cases should not be confused with each other—or treated as a complete account of school ransomware attacks today.
What the AP investigation reported
Ransomware is not always limited to locking computers or interrupting classes. The U.S. Cybersecurity and Infrastructure Security Agency (CISA) says it has seen K–12 attackers steal confidential student data and threaten to publish it. The AP investigation described two district incidents in which private files appeared online.

The scale and sensitivity of the Minneapolis files matter because a school record can reveal far more than a name or email address. The AP report quoted cybersecurity expert Ian Coldwater, whose son attends a Minneapolis high school, saying: “In this case, everybody has a key.”
Why restored systems do not answer whether records were stolen
The AP investigation noted that data may have been removed before an attack is detected. That means the ability to disrupt encryption or resume classes does not, by itself, establish that attackers did not copy records. It is a point about the incidents and risk described in AP’s reporting, not a guarantee that every ransomware attack includes data theft.

For families, this distinction is important: a school may restore access to learning systems while the separate question of what information left those systems remains under investigation. The AP account describes families who said they had not been informed, but it does not establish a notification rule that applies to every breach or jurisdiction.
What families can ask the school
If a district says it has experienced a ransomware incident, ask for specific information about the data exposure rather than relying only on whether classes or systems are operating again. The district’s answers may change as its investigation develops.

- Was student information accessed or copied? Ask whether the investigation has established data theft, not just system disruption.
- What categories of information were involved? Ask whether records included health, psychological, disability, discipline, financial, or identity information, and whether the district knows which students were affected.
- Were files published or threatened for publication? Ask what the district has confirmed and what remains uncertain.
- How will affected families receive updates? Ask for the district’s contact point, update schedule, and process for correcting inaccurate information.
- What protective steps are appropriate? Ask the district what it recommends for the specific information involved. A generic identity-monitoring product cannot remove files from a criminal leak site or replace the district’s response.
Notification duties depend on the incident and applicable law. CISA’s school resources provide organizational guidance for prevention, response, and recovery, but they are not individualized legal advice. A district should coordinate its response and notifications with the appropriate authorities and counsel.
What school leaders should prioritize
CISA’s K–12 materials are organized around preparedness, prevention, response, and recovery. In a suspected leak, districts need to address both operational recovery and the possibility that confidential records were taken. Restoring systems is not a substitute for determining what information was affected, communicating with those at risk, and following applicable notification obligations.

The U.S. Department of Education’s K–12 cybersecurity page describes ransomware and data breaches among school cybersecurity incidents. It cites a CoSN 2025 report in which more than 78% of surveyed education technology leaders said their schools were investing in cybersecurity monitoring, detection, and response. That survey finding indicates reported investment; by itself, it does not show that protections are adequate or that breaches are decreasing.

School data can be exposed through a district attack or through an outside education technology provider, but those are different incident types. In a separate matter, the Federal Trade Commission’s December 2025 release alleged that a breach at Illuminate Education involved personal data of 10.1 million students, including contact information, dates of birth, student records, and health-related information. The FTC recorded a modified final order in June 2026 and an “Under Order” status on its case page. This vendor case is not part of either district incident described by AP.

Neither the AP investigation nor the cited agency materials establish a measured, long-term psychological outcome for the specific students whose records were exposed. The sensitivity of the files warrants care in discussing them, but claims about individual or lasting effects should not be presented as measured findings without evidence.
