HF Sinclair’s INNOVATE brand has announced DTC25, a premixed propylene-glycol heat-transfer fluid for data-center direct-to-chip cooling. Data Center Dynamics reported the launch on October 6, 2026. The reported product details include corrosion inhibitors, freeze protection and fluorescent dye for leak detection; the OCP PG25 language is alignment and design intent, not evidence of certification.
What DTC25 is—and how direct-to-chip cooling works
Direct-to-chip (DTC) cooling circulates fluid through cooling components that draw heat from processors and other chips. It differs from single-phase immersion, in which computing equipment is submerged in a dielectric fluid. DTC25 is described as a DTC heat-transfer fluid, not an immersion fluid.
According to Data Center Dynamics’ October 6, 2026 report, DTC25 is premixed propylene glycol and high-purity deionized water, supplied ready to use. HF Sinclair’s stated rationale for pre-mixing is to avoid on-site mixing and provide consistent composition, which the company says can simplify commissioning and ongoing fluid management. No measured savings or operational results are established in the report.

- Freeze protection: The report says it offers sub-zero freeze protection but does not provide a specific operating or freeze-protection temperature range.
- Leak visibility: Fluorescent blue dye is intended to support early leak detection.
- Specified exclusions: The formulation is reported to be free of nitrite, amine, phosphate and silicate.
The report does not establish DTC25’s service life, monitoring requirements, field performance, price, availability or a full technical operating envelope. Those details matter when assessing a fluid for a particular cooling loop.
What the OCP PG25 language means
Data Center Dynamics says DTC25 was developed in alignment with the Open Compute Project (OCP) Base Specification for PG25 heat-transfer fluids and designed to meet OCP PG25 materials-compatibility guidelines. That wording does not establish OCP certification, independent approval or qualification for a particular system. The report does not provide a DTC25 technical data sheet or independent compatibility results.

For a deployment decision, a data-center operator or system integrator would need to confirm the fluid’s documented compatibility with the actual loop, including materials, operating conditions and vendor requirements. Alignment language alone is not a substitute for system-level qualification.
How DTC25 fits INNOVATE’s existing cooling portfolio
HF Sinclair previously launched INNOVATE single-phase immersion fluids. Its official portfolio announcement describes three dielectric thermal-management fluids made with proprietary Highly Refined Alkanes technology for servers and computing components. That immersion portfolio is distinct from DTC25: the chemistry and product claims for the immersion fluids should not be attributed to the DTC fluid.

HF Sinclair has also announced relationships connected to its immersion products: an ElectroSafe fluid-partner relationship with Green Revolution Cooling, an exclusive Brazil distribution agreement with ICONIC Base Oil Solutions, and selection of INNOVATE GARDA for iXora’s HRM immersion systems. The announcements concern immersion fluids and do not establish DTC25 approval, distribution or system qualification:

Direct-to-chip competition and what is not yet comparable
Shell offers a direct-to-chip comparison point: its June 2, 2025 announcement introduced DLC Fluid S3, a propylene-glycol-based direct-liquid-cooling product, and described it as aligned with the OCP PG25 specification. That is Shell’s own product statement, not evidence that its formulation, approvals or performance are equivalent to DTC25.

Shell’s announcement and the DTC25 launch report do not supply enough common technical data to rank the fluids. A meaningful comparison would require evidence on chemistry, loop design, materials compatibility, inhibitor approach, temperature and freeze ranges, leak detection, vendor qualification, service life, monitoring and supply availability.

- Obtain the current DTC25 technical data sheet and safety documentation directly from HF Sinclair.
- Check compatibility against the complete cooling-loop bill of materials and the system vendor’s requirements.
- Confirm operating and freeze-protection limits for the intended site and use case; the reported launch details give no numeric range.
- Ask what testing or qualification supports the OCP PG25 alignment and materials-compatibility claims.
- Confirm sourcing, service, fluid-monitoring and replacement guidance for the relevant geography and deployment.
HF Sinclair Lubricants & Specialties director of new business development Alex Buczek characterized the launch as an application of the company’s fluid-formulation experience to data-center cooling. That is the company representative’s description, not third-party validation.
