Half-Life 2 makes City 17 feel active beyond the player’s view by layering environmental audio, using distance-sensitive sounds to suggest off-screen events, and letting characters react to changing situations. Those same techniques help frame the Combine as a watching, hostile authority—and make the Resistance feel human and present.
How does Half-Life 2 create City 17’s atmosphere with sound?
City 17’s audio is not simply one ambient recording repeated in the background. In Valve’s developer commentary, sound designer Kelly Bailey describes a system that combines environmental sounds into scripted soundscapes. A soundscape might draw on flies, wind, birds, distant trains, or combat; it can also contain other soundscapes. As the player moves between environments, the system transitions smoothly between them.
Bailey called the system “a real workhorse for audio in Half-Life 2” and said it was responsible for nearly every sound not directly driven by gameplay. That description comes from a transcript of Valve’s commentary, hosted by Combine OverWiki: Half-Life 2 developer commentary transcript. The design effect is a sense of a city with ongoing life, rather than a single loop that announces itself as a loop.
Distance changes what the player hears
For large coastal spaces, Valve used a specific stereo technique: one channel held a near version of a sound and the other a far version, with playback crossfading between them according to the player’s distance. Bailey gives Combine gunfire as an example; its sound changes as the player drives toward enemies. This is an implementation example for those spaces, not a claim that every sound in the game uses the same method.

That shift gives sound a practical role as well as an atmospheric one. An event can be audible before it is visible, and its changing character can suggest whether it is still distant or drawing nearer.
What makes the Combine sounds feel oppressive?
Some of the game’s strongest signals of occupation are recurring sounds rather than one dramatic musical cue. Valve developer Kerry Davis said the team valued the scanners’ “dystopian presence” as a way to convey an oppressive surveillance state. The scanners were not meant to shoot at the player; in combat, they primarily observe and alert nearby enemies. Their sounds and the soldiers’ responses reinforce that function, making the devices feel like part of the Combine’s watching system.

In a 2011 Game Developer article, Michel McBride-Charpentier offers a further interpretation of how these sounds work. He reads the scanners’ clicks, beeps, and warbles as a recurring environmental layer that can remain unsettling even when it is not the player’s focus. He also describes Combine chatter and Strider sounds as signals that carry across line of sight, and Breen’s repeated broadcasts as authority that can recede into the background without disappearing. These are the author’s critical readings, distinct from Valve’s stated design intent: “Acoustic Ecologies: Half-Life 2’s City 17”.
A sound that complicates the city’s realism
McBride-Charpentier also discusses children playing near a dilapidated playground. He identifies the associated file as playground_memory.wav and interprets it as Gordon Freeman’s memory of happier times: meaningful within the fiction, but not part of the scene’s literal events. That is the article author’s interpretation, not a confirmed statement of Valve’s intent.

How does Half-Life 2 use sound to show resistance?
Valve describes an intentional tonal contrast: allies should feel warm and companionable, while Breen and the Combine should feel hostile. That contrast gives the struggle a social dimension. The player hears not only an oppressive system, but people trying to live and act together within it.
Dialogue contributes through responsiveness. According to Valve’s commentary, character AI flags opportunities to speak outside choreographed scenes—for example, when a character sees the player, takes damage, fires the last round, or faces overwhelming enemies. A response system uses the game state to select an appropriate line. Voices can therefore reflect the situation unfolding around the player rather than sounding like dialogue detached from it.

Valve’s commentary also describes citizens designed across races, ages, and genders so players could see themselves represented in the Resistance. The combination of responsive voices and a varied community makes resistance feel like a human collective, not merely a faction label.

- Ambient density: What recurring low-level sounds imply activity outside the immediate scene?
- Thematic function: Do sounds suggest surveillance, danger, community, or mainly establish atmosphere?
- Spatial information: Do distance, direction, or changes in sound help locate events the player cannot yet see?
- Responsiveness: Do dialogue and effects change with player actions or game state?
- Player attention: Which cues demand attention, and which build mood in the background?

Where to hear the developers’ commentary today
The original game did not launch with the current anniversary commentary selection. Valve’s 2024 anniversary update added 3.5 hours of developer commentary recorded with members of the original team and made Episode One and Episode Two playable from the Half-Life 2 menu.
