Whether your small business needs GST registration depends on more than its size. Check your PAN-based aggregate turnover against the threshold that applies to your state and type of supply, then check for compulsory-registration rules and exemptions. If you are liable, apply online through the GST Portal. The application itself is digital, but you should prepare PAN, business and premises details, and be ready for the authentication route assigned to your case. The official portal instructions do not state a standard application fee, and private adviser charges vary.
This guide covers GST registration for small businesses in India. GST rules and portal workflows can change; the guidance here reflects official material checked through October 7, 2026. The threshold depends on the business’s facts, and the sources available for this guide do not establish a complete current threshold table for every state and supply type.
Check whether your business must register
Sections 22, 23 and 24 of the Central Goods and Services Tax (CGST) Act provide the starting framework. Section 22 deals with registration liability based on aggregate turnover and other statutory conditions. Section 24 identifies categories that may have to register compulsorily, subject to the Act and applicable notifications. Section 23 excludes, among others, people exclusively supplying non-taxable or wholly exempt goods or services, and agriculturists to the extent specified in the Act.
Aggregate turnover is considered on a PAN basis, rather than separately for each trade name or outlet. The applicable threshold can depend on the state, the nature of the supplies and relevant notifications. Compulsory-registration provisions or an exemption may change the result, so neither a single rupee figure nor a rule such as “small businesses below the threshold never register” is safe for every case. The CBIC FAQ explains the general concepts but includes historical threshold examples; do not treat those examples as a complete current state-by-state guide.

Work through these questions
- Identify the legal entity and PAN. Aggregate turnover is assessed on a PAN basis, so consider the relevant business activity under that PAN rather than looking only at one shop or brand.
- Classify what you supply. Establish whether your supplies are taxable, exempt or non-taxable, and whether you make supplies in more than one state or across state borders.
- Check the applicable threshold and notifications. The right comparison depends on your state and supply details. Confirm the current rule for your exact facts instead of relying on an old threshold chart.
- Check compulsory-registration categories and exemptions separately. A threshold check alone is not enough. Marketplace sales, inter-state activity or unusual supply arrangements are reasons to verify the specific rule, not automatic proof that registration is or is not required.
If the answer is unclear—particularly for a multi-state business, marketplace seller or business with mixed taxable and exempt supplies—ask a tax professional to assess the actual supply pattern and applicable notifications before deciding.
Choose the right registration route
Eligible businesses may consider normal registration or the composition levy. The composition option has separate eligibility rules, and its limits should be checked against current rules before electing it. The GST Portal registration guide lets applicants indicate an intention to opt for composition; selecting it does not remove the need to confirm eligibility.

Do not rely on an old composition turnover limit or assume the scheme suits a business simply because it is small. Its restrictions can matter more than the apparent simplicity of its compliance route.
Prepare the information and documents
PAN is mandatory. Before opening the application, gather accurate details for the legal name associated with the PAN, business constitution, stakeholders, authorized signatory, principal and any additional business premises, and the goods or services supplied. The portal asks for both identity and business information, so inconsistent names or incomplete premises evidence can slow the application.

Premises evidence
- Owned premises: The portal guide lists examples of supporting evidence such as a property tax receipt, municipal khata copy or electricity bill.
- Rented or leased premises: Prepare a valid rent or lease agreement and supporting evidence of the lessor’s ownership.
The exact documents can depend on the business’s constitution and how it occupies the premises. Use the portal’s current instructions for the application rather than assuming every applicant needs an identical set.
Authorized signatory and contact details
Part A requires an email address and Indian mobile number for the primary authorized signatory. The portal sends separate OTPs to the entered contact channels. Part B also requires the applicant to select a primary authorized signatory and provide details for the relevant business stakeholders.

Apply on the GST Portal
- Open the registration form. On the GST Portal, go to Services > Registration > New Registration.
- Complete Part A. Select the taxpayer type and enter the state and district, legal name as recorded against PAN, PAN, primary authorized signatory email and Indian mobile number. Verify the contact details and complete the OTP checks sent to each channel.
- Complete Part B. Provide the requested business details, promoter or partner information, authorized signatory details, principal and additional places of business, goods and services, state-specific information, Aadhaar-authentication details and verification.
- Attach supporting information. Provide the premises proof appropriate to the ownership or rental arrangement and other information requested for the business constitution.
- Complete the authentication route shown. Depending on the case, the portal may require OTP-based Aadhaar authentication, biometric authentication or photo and document verification. Follow the instructions generated for the application.
- Submit and keep the acknowledgement details. After the required authentication and submission steps, the portal generates an Application Reference Number (ARN). Retain it to track the application.
If you do not complete Aadhaar authentication
Applicants who decline Aadhaar authentication are directed to photo capture and document verification at a designated GST Suvidha Kendra. Other applications may also be routed to biometric or document verification, depending on the case. The steps shown in your application determine what you need to do; do not assume every applicant will use the same verification method.
Special case: casual taxable person
A casual taxable person follows a distinct process from an ordinary small business with an established place of business. The GST Portal guide says to apply at least five days before starting business and describes an advance-deposit workflow. If this category may apply to you, confirm its requirements before beginning taxable activity.

Meet the application deadline
The general statutory period to apply is 30 days after registration liability arises under the relevant provisions. According to the GST Portal guide, a timely application generally takes effect from the date liability arose; a late application generally takes effect from the date registration is granted. The date liability begins is therefore important: establish it for your own facts and keep a record of the calculation and filing date.
What registration costs
The GST Portal registration instructions describe the online process but do not state a standard application fee. The official material available for this guide does not establish a current government fee schedule, so do not rely on an assumed charge or an unsupported claim that every application costs a particular amount.
Hiring a tax practitioner or adviser is optional assistance, not a stated prerequisite for using the portal. Private fees are set by the provider; ask for a quote that explains what is included, such as eligibility review, form preparation, document checks or help responding to an application query. A complex supply pattern may justify advice even when the form itself appears straightforward.
Plan for compliance after registration
Registration creates ongoing filing responsibilities. The GST Portal says GSTR-1 is generally required for normal and casual registered taxpayers, and it can be due even for a period with no business activity. Composition taxpayers and several other categories are exceptions to GSTR-1 filing. Filing cadence and eligibility for quarterly filing vary by taxpayer category, so check the portal’s current schedule and rules for your registration type.
