That is an expected discussion, not an approval: no specific proposal or broad relief for “genuine businesses” had been confirmed.
What the GST Council may consider on October 7
Sitharaman said the process reforms, deferred from the Council’s previous meeting, would be taken up in the government’s “GST 2.0” reform framing. Asked whether measures such as extending e-invoicing to all taxpayers, including composition scheme dealers, and rationalising ITC provisions could be part of GST 3.0, she replied: “Not yet at 3.0. In 2 itself we are doing it,” according to Business Standard’s September 16, 2026 report.
She also invited industry to submit specific representations about anomalies. The reported agenda does not establish that the Council will approve wider e-invoicing, change ITC rules, or adopt any particular proposal on October 7. Until an official decision and any required notification are issued, sellers should not treat the reported discussion as a change to their compliance obligations.
What the announcement means for e-commerce sellers
The announced focus is on process reforms, not a confirmed blanket exemption for online sellers. Two registration-related measures from the Council’s 2025 recommendations are relevant, but they are distinct and have different status.

The low-risk route concerns how eligible applicants may obtain registration; it is not the same as an exemption from registration. Nor should the multi-state e-commerce concept be treated as the same relief as the existing intra-state exemption.
Does “genuine business” have a defined GST test?
Not in the October meeting remarks described in the available reporting. “Genuine businesses” is headline shorthand, not a stated eligibility category or announced basis for relief. The reported comments do not define a general bona-fide-business exemption or say the proposed changes specifically target fraudulent claims.

For the 2025 low-risk route, the Council’s stated criterion includes the monthly self-assessed output-tax-liability limit on supplies to registered persons. Sellers should assess eligibility against the actual rules and notifications, rather than assume that being a small or genuine business automatically qualifies them for a new concession.
What sellers should do now
- Continue following the GST requirements currently applicable to your business; the October 7 meeting had not taken place as of October 4, 2026.
- For e-commerce registration, distinguish intra-state sales of goods from sales across multiple states, and verify whether your circumstances meet the current registration rules.
- For the low-risk registration route, check the applicable notifications and the stated monthly tax-liability condition rather than relying on the Council’s 2025 estimate of potential reach.
- If an e-invoicing or ITC change is announced, confirm its scope, effective date and any implementing notification before changing your invoicing or return process.
- For a seller-specific eligibility question, consult a GST practitioner or chartered accountant.
Where to verify decisions and current rules
The GST Council’s official website publishes Council information and recommendations. The detailed 2025 registration recommendations are in the GST Council Secretariat and Press Information Bureau release on the 56th meeting; the government’s 2026 GST overview provides context on the existing intra-state e-commerce seller exemption. For an October 7 outcome or later implementation details, rely on subsequent official Council material and relevant tax-authority notifications.
