The key difference is scope: Local Group Policy applies on one computer, while domain Group Policy lets administrators centrally target users and computers through Active Directory. When both set the same policy, Windows normally processes local policy first and applicable site, domain, and OU policies afterward, so a later domain policy can take precedence.
What Local Group Policy and domain Group Policy can manage
Both mechanisms can deliver policy through Computer Configuration and User Configuration. Depending on the setting and the Windows platform, those areas include Windows Settings and Administrative Templates. Administrative Template policies are registry-based settings represented by ADMX templates; the available choices depend on the templates present and whether the particular setting applies to that Windows release and edition. Microsoft describes the template policy model in its Administrative Template guidance.
That means the two approaches overlap in the kinds of settings they can configure. The distinction is not that local policy is limited to one special class of settings and domain policy to another: it is where policy is managed and which users or computers it reaches. Microsoft’s Group Policy overview explains the local editor and domain-based GPO model.
Not every setting is available on every Windows edition, and a policy’s applicability can vary by OS version. Check the applicability information for the specific setting in Microsoft’s ADMX Group Policy Policy CSP documentation rather than assuming the same editor options exist on every PC.

Microsoft’s Group Policy scope guidance covers how directory scope works. Its Local Group Policy Objects guidance describes targeting local user groups and notes that Multiple Local Group Policy Objects (MLGPOs) are unavailable on domain controllers.
Which one takes precedence when settings conflict?
By default, Windows processes Group Policy in this order: Local, Site, Domain, then OU. A later applicable policy can override an earlier value for the same setting. Therefore, a domain policy normally takes precedence over a conflicting local setting when that domain policy applies to the user or computer.

This is not an unconditional rule that every domain GPO wins. The final result depends on which GPOs actually apply, their link order, inheritance, and whether a link is enforced. Microsoft explains the processing sequence and inheritance behavior in its Group Policy processing documentation. The ADMX Group Policy CSP documentation also says local settings are applied before domain-based settings by default; its applicability details concern the specific policy described there and should not be generalized to every Group Policy setting.
Choosing where to configure a setting
Use Local Group Policy for one computer
For a standalone or workgroup PC, Local Group Policy is the direct way to configure supported policies on that machine. It can also be appropriate when a policy is meant for a particular local user rather than an organization-wide directory scope.

Use a domain GPO for centrally managed computers or users
When an organization needs to apply and maintain a policy across a defined set of users or computers, use a domain GPO and link it to the appropriate AD scope. This provides centralized targeting instead of configuring each computer separately. Confirm that the GPO reaches the intended scope and that no later applicable policy changes the resulting value.

Group Policy Preferences provide additional configurable items, but they are not interchangeable with policy settings. Microsoft states that when a policy setting conflicts with a preference, the policy setting takes precedence. See Microsoft’s Group Policy preferences guidance for the distinction.
