No, Google is not eliminating Android sideloading. It is introducing developer identity verification and app registration on certified Android devices. The first enforcement phase is scheduled for September 30, 2026 in Brazil, Indonesia, Singapore and Thailand, covering installations from seven named participating stores. Google says the requirement will expand globally in 2027, while verified developers can still distribute apps directly and users retain an advanced path for unverified apps.
What Google is changing
Google says it will verify who developed an app and require that apps be registered to a verified developer. This is an identity and accountability measure, not a review of an app’s content or a determination of where the app came from. Google’s developer-console help puts it this way: “we will be confirming who the developer is, not reviewing the content of their app or where it came from.”
The policy applies to installations on certified Android devices. It does not make Google Play the only permitted source, and it does not remove Android Debug Bridge (ADB) installation for development and testing.
When and where enforcement starts
Initial phase: September 30, 2026
Google says that, beginning September 30, 2026, apps must be registered by verified developers to install from these participating stores on certified devices in Brazil, Indonesia, Singapore and Thailand:

That list describes the initial participating stores; it does not establish that every third-party app store is covered in this first phase.
Planned global expansion in 2027
Google says it plans to expand the requirement globally in 2027 to apps on certified Android devices. This is a announced rollout plan, not evidence that every country is already enforcing the rule.
Android-version and device scope
Google’s published descriptions do not match exactly. Its consumer help page describes certified devices running Android 8 and later, while its developer documentation describes the participating-store phase on certified devices running Android 7 and later. Treat the applicable minimum as dependent on the device guidance Google applies to your installation.
Google says AOSP and non-certified devices are exempt. It also says the requirements do not apply in regions where Google Mobile Services are unsupported or in territories subject to applicable trade sanctions.

Can you still install APKs from outside Google Play?
Yes, but the experience can depend on the developer’s verification status, the installation route, your country, and whether the device is certified.

Google describes the policy in Android Developer Console Help as follows: “Sideloading is fundamental to Android, and it’s not going anywhere.” The qualification is that ordinary installation may involve additional checks when an app is not tied to a verified developer.
What happens when an app developer is unverified?
If an installation is blocked, Google advises contacting the developer and asking them to complete verification. For users who trust the app, Google says a one-time advanced flow can permit installation of an unverified app. The flow includes security checkpoints and a waiting period designed to help prevent coercion scams; it is not the same as silently allowing every unknown APK.
The exact prompts and timing can vary by device, Android release and rollout stage. Do not assume that enabling ordinary “install unknown apps” permission alone will bypass the new checks.

Will F-Droid and other independent app stores be affected?
Google’s initial announcement names seven participating stores, not every independent store. Therefore, the first September 2026 enforcement phase should not be described as a blanket block on F-Droid or all alternative stores.
For the planned 2027 global expansion, the relevant questions will be whether the device is certified, whether the app is registered to a verified developer, and which installation path the store uses. Store operators and developers should follow Google’s implementation guidance as the broader rollout approaches.
How developers should prepare
Apps distributed outside Google Play
- Open Android Developer Console and complete developer identity verification.
- Register each app that will be distributed outside Google Play.
- Confirm that the app’s package identity and signing setup match the registration details.
- Test installation through your intended stores and direct-download channel on a certified device affected by the rollout.
- Give users a support path for blocked installations and explain whether your app is verified.
Google says the full Android Developer Console experience became available in March 2026. Developers who distribute through Play Console and have already completed verification are likely already covered; eligible Play apps are automatically registered, according to Google.
Students, teachers and hobbyists
Google describes a limited distribution account for sharing an unlimited number of apps with up to 20 devices. It does not require government identification or a registration fee, making it suitable for small trusted groups rather than public-scale distribution.

Enterprise software
Enterprise apps delivered through an organization’s private store on managed devices do not need to complete these verification requirements when an IT administrator has vetted them. Registration may still be worthwhile if the same app could later be installed on unmanaged devices or distributed outside that managed store.

Google says verified identities should make it harder for malicious actors to distribute harmful apps repeatedly while hiding behind anonymity. The company reported that sideloaded sources produced over 90 times more malware than Google Play in its 2026 analysis. That is Google’s own analysis, not an independent measurement of every security risk or every sideloaded app.
Google also reported that over 99% of Google Play apps had been registered in its June 2026 rollout update. That figure refers to Google’s reported registration coverage at that time; it is not the percentage of all Android apps or all apps distributed outside Play.
“Most of your users’ download experience will not change at all,” wrote Matthew Forsythe, Google’s Director of Product Management, in the company’s rollout update.

What this means for different users
Most Play Store users
If you install conventional apps from Google Play on a certified device, Google says the normal download experience should generally remain unchanged because eligible Play apps are already registered.
People who use alternative stores or direct APKs
Check whether the developer is verified and whether the app is registered. If it is not, expect the advanced flow, a waiting period or a request to contact the developer, depending on the rollout and device.
Developers and testers
Use Android Developer Console for identity verification and app registration. Use ADB for development, testing and installing modified builds on your own devices.
Owners of custom-ROM or uncertified devices
Google says AOSP and non-certified devices are exempt from this program. Their app-install behavior remains subject to the operating system, vendor and ROM policies in use.

Google’s policy is a shift toward verified developer identity, not the end of sideloading. The first enforcement date is September 30, 2026, in four countries and seven named stores; a broader global rollout is planned for 2027. Verified developers can still distribute directly, users have an advanced route for unverified apps, and ADB remains available for development and testing.
