Google’s Android developer-verification rollout is phased, not a worldwide block on sideloading. Starting September 30, 2026, the first protections apply to installs from seven participating app stores in Brazil, Indonesia, Singapore and Thailand, on certified Android devices running Android 7 or later. Developers should check whether their apps are registered; users can still install unregistered apps through Android Debug Bridge (ADB) or Android’s advanced flow.
What Android developer verification changes
Google is linking apps to verified developer identities and requiring registration for apps installed in the rollout’s covered contexts. Google says the aim is to deter malicious actors from repeatedly distributing harmful apps. That is Google’s stated rationale, not proof that verification will eliminate malware or a measured estimate of the policy’s effect.
Google cited its March 2026 analysis as finding over 90 times more malware from sideloaded sources than on Google Play. The cited passage does not provide the underlying methodology, so the figure should be understood as Google’s claim, not an independently verified comparison or a forecast of this policy’s impact. Where and when the first phase applies
Google’s current overview says protections begin September 30, 2026, for installations from participating stores in Brazil, Indonesia, Singapore and Thailand. The initial scope is limited to certified Android devices running Android 7 or later and the stores listed below. Google says it plans to expand the verification capability globally in 2027, but has not given a more precise date or a country-by-country schedule in the cited overview. Google’s June announcement
What developers should do
If you distribute through Google Play
- Open Play Console and check the registration state for each app.
- Register any app that is not already registered, following the prompts shown in the console.
Google says Play Console automatically registers 99% of apps. That figure is Google’s statement on its current developer-verification page, not a guarantee that every developer’s catalog is complete. Android developer verification overview

If you distribute only outside Google Play
Use Android Developer Console to complete the relevant registration workflow. Google’s materials describe account and registration steps; they do not identify a required physical hardware or software purchase.
If you are a student or hobbyist
Google says limited distribution accounts are intended for students, hobbyists and learners. They permit app sharing with up to 20 devices and do not require government-issued ID or a registration fee. See Google’s developer-verification guidance for the applicable account details.

How users can install unregistered apps
Google’s FAQ says unregistered apps can still be installed through ADB or the advanced flow. These routes are alternatives to the ordinary installation path through a participating store, and the advanced flow adds a safeguard intended to address social-engineering pressure. The continued availability of ADB and the advanced flow means the policy is not an absolute ban on installing unregistered apps. The routes have different levels of friction: the advanced flow deliberately delays installation, while ADB has no such wait.

What remains uncertain about the rollout
Google’s published materials specify the first countries, stores, device certification condition and Android version threshold, then describe a planned global expansion in 2027. They do not establish a detailed global timetable beyond that year. The cited official materials also do not provide an independent evaluation showing how effective verification will be at preventing malware.
Matthew Forsythe, Google’s Director of Product Management, summed up the company’s position: “Android proves you don’t have to choose between an open ecosystem and a secure one.” Google’s June announcement
