Google’s Android developer verification program requires developers to register their identity and the apps they distribute to certified Android devices. Its first enforcement phase is scheduled for September 30, 2026, in Brazil, Indonesia, Singapore, and Thailand through seven named app stores; Google says it plans global expansion in 2027. Developers and digital-rights groups argue the policy could centralize control over Android app distribution and create privacy and access risks.
What Android developer verification requires
Google describes verification as an identity check, not a review of an app’s content or source code. Developers register themselves and the apps they intend to distribute to certified Android devices. Google compares the process to checking a traveler’s identity separately from inspecting their baggage. The company says its goal is to make it harder for malicious developers to return under new identities after being removed.
The rules apply to certified Android devices running Android 7 or later. According to Google’s Help page, apps not registered by the applicable deadline will be unavailable for new installation on certified devices in the affected countries. Google says managed enterprise apps distributed through an organization’s store on managed devices are exempt.
Where and when the requirements apply
Google’s initial enforcement phase is scheduled to begin September 30, 2026. It covers users in Brazil, Indonesia, Singapore, and Thailand and apps distributed through these seven stores:

Google says it plans to expand the requirement globally to apps on certified Android devices in 2027, but has not published a precise date or a country-by-country schedule. The September 2026 phase does not yet cover direct installs or app stores outside the seven named participants, according to Google’s FAQ. That distinction matters: the announced first phase is narrower than the planned global scope.
What Google says about sideloading and alternatives
Google’s position is that the initial phase does not prohibit direct sideloading. Its March 2026 update describes an advanced installation flow for apps from unverified developers. A user must enable developer mode, complete an anti-coercion check, restart and reauthenticate, wait one day, then confirm using biometrics or a device PIN. After the one-time setup, the user can permit unverified app installations for seven days or indefinitely, with warnings still displayed. Google also says Android Debug Bridge (ADB) remains available for development and testing.

Google has also announced a free limited-distribution account for students and hobbyists. It requires no government ID or fee and allows apps to be shared with up to 20 devices. A full Android Developer Console account costs $25, according to Google’s Help page; organizations registering as developers need a D-U-N-S number.
Why Google says it is adding verification
Google presents registration as an additional security layer intended to make it harder for repeat malicious actors to distribute new harmful apps after removal. In a November 2025 example, the company described a scammer pressuring someone to sideload a fake banking “verification app” that intercepts notifications and two-factor authentication codes. That is Google’s threat scenario and rationale, not independent evidence that identity checks will reduce malware.

Google cites a 2025 Global Anti-Scam Alliance and Feedzai report in support of its anti-coercion measures: 57 percent of adults surveyed across 42 markets said they had encountered a scam in the prior 12 months, and 23 percent said they lost money. Those figures describe scams generally; they do not measure Android sideloading risks or the effectiveness of developer verification.
Why developers and digital-rights groups object
The February 24, 2026 Keep Android Open letter, signed by 71 organizations, argues that mandatory registration would force developers using alternative stores, direct transfers, websites, or enterprise channels to seek Google’s approval. The signatories say the process could burden small and volunteer developers, expose identity information to privacy and government-access risks, and give Google too much influence over whether apps remain available. They also raise competition and regulatory concerns and call on Google to withdraw the requirement and engage in dialogue. These are the letter’s arguments, not established findings about how the policy will be enforced.

Software Freedom Conservancy, a signatory, says the policy threatens software freedom and developer privacy. It also disputes Google’s characterization that sideloading remains unaffected. That disagreement reflects competing interpretations of the practical impact: Google points to an advanced path for unverified installs, while critics argue that mandatory identity registration still changes the terms on which apps can be distributed.
InfoWorld’s February 26, 2026 report quoted Marc Prud’hommeaux of the F-Droid Android development community describing the policy as a move away from an open platform where developers can distribute apps freely. The same report quoted Google VP Suzanne Frey arguing that identity-based accountability makes it harder for repeat malicious actors to distribute harmful apps. These statements capture the central dispute: whether the security benefit of traceable developer identities justifies a new gatekeeping role for Google.

What is known—and what remains uncertain
Google’s materials establish the identity-registration model, the initial countries and stores, and the intended global expansion period. They do not establish a detailed 2027 rollout calendar or provide an independent measured estimate of the program’s effectiveness. The cited general scam survey is not evidence that this particular policy prevents malware. For now, the strongest case for the rule is Google’s stated security rationale; the strongest objections concern centralized control, privacy, and the burden on independent distribution.
