If your personal Google Play developer account was created after November 13, 2023, you need at least 12 testers opted in to your closed test continuously for at least 14 days before you can apply for production access. Google does not say testers must use the app every day, but it may ask for more testing if engagement is insufficient. Recruit likely users, give them specific flows to try, make feedback easy, and record what you learn.
Who has to complete the 14-day test?
The requirement applies to personal developer accounts created after November 13, 2023. Before applying for production access, you must run a closed test with at least 12 testers opted in continuously for 14 days or longer. See Google Play’s testing requirements for new personal developer accounts.
The clock is about staying opted in, not clicking an opt-in control each day. If a tester opts out and later rejoins, that tester’s new consecutive 14-day period starts after rejoining. Google also considers engagement: if it is insufficient, it may require continued testing even when you have met the headcount and time threshold.
How to keep testers involved for the full period
1. Recruit people likely to use the app
Start with personal or professional contacts, relevant communities, or social media. Aim for a group that resembles your intended audience rather than recruiting only people who will leave the app installed. For a business productivity app, for example, include people from the industries it is designed to serve. A representative group is more likely to exercise realistic workflows and give useful feedback.

2. Set expectations before sharing the test
Tell invitees up front that they need to remain opted in continuously for at least 14 days. Explain that opting out and returning resets their consecutive period. Ask for a commitment they can realistically keep, rather than treating the tester list as a one-time signup.
3. Give testers concrete things to try
Send clear installation and testing instructions, identify the features or flows you want them to exercise, and say what kind of feedback would help. Encourage them to try as many features as practical. Specific tasks—such as completing a key workflow or checking how a screen behaves on their device—give testers a reason to return and help you spot problems that a passive install would miss.

4. Make feedback low-friction
Choose a clear route for reports, such as email, a website, or a messaging forum, and tell testers how to describe a problem: what they tried, what happened, and which app version or device they used. Google Play also provides private testing feedback. In Play Console, find it under Monitor and improve → Ratings and reviews → Testing feedback; Google’s help guidance describes filtering and searching by date, language, reply status, app version, and device type.

Review reports during the test, fix issues you can reproduce, and release updates to the closed-test app when appropriate. Continue testing while addressing reported bugs. Before production, use the tested version that reflects relevant fixes; unresolved problems can lead to poor ratings or negative reviews after launch.

6. Keep an accurate record as you go
Maintain notes on how you recruited testers, which features they tried, whether their behavior resembled expected production use, what feedback they supplied, how you collected it, and what you changed as a result. Record observations rather than assumptions; do not claim a tester used a feature or a fix was made unless that happened.
How closed testing fits with other Play testing tracks
Google Play’s tracks serve different stages. Internal testing is intended for quick early distribution to a small trusted group. Closed testing is the controlled test used to find and fix issues and, for eligible accounts, meet the pre-production requirement. What to prepare for the production-access application
The application asks about recruitment and engagement, whether tester usage matched expected production behavior, the feedback received and how it was collected, and changes made based on the test. It also asks about your target audience, the app’s value proposition, and how you judged production readiness. Google says these answers are not displayed publicly on Google Play, so answer from your actual test records.
Google says review of a production-access application usually takes seven days or less, though it can take longer. It may also request further testing if fewer than 12 testers remain opted in or engagement is insufficient. Leave room in your launch schedule for either possibility. The official help page does not show a publication or revision date; its current wording was reviewed in 2026.
