As of October 3, 2026, Google’s developer-verification protections have begun only in Brazil, Indonesia, Singapore, and Thailand, and only for installs through participating app stores on certified devices running Android 7 or later. In this initial rollout, users can still install apps from unverified developers through an advanced flow, use ADB, or sideload directly. Google plans broader global expansion in 2027 and beyond, but has not published a complete country-by-country schedule.
What changes for users
Developer verification links an app’s unique package name and signing key or keys to a developer account whose identity has been verified. It changes what happens when an app is installed through a covered store in a covered region; it does not mean Google individually safety-checks every app or that every installation source is treated the same.
The initial participating-store list includes Google Play, HONOR App Market, OPPO App Market, Galaxy Store, Palm Store, V-Appstore, and GetApps. The protections began September 30, 2026 in Brazil, Indonesia, Singapore, and Thailand for certified Android devices running Android 7 or later. The exact result therefore depends on the store, country, device, developer registration, and installation method.

Can users still sideload apps from unverified developers?
Yes. In the current rollout, Google’s FAQ says users can install an app from an unverified developer using an advanced flow. Direct sideloading is outside the initial requirements for participating stores. The prompt and exact steps may depend on the Android version and device, so this should not be read as a promise of one identical interface on every phone.

Will Android Debug Bridge (ADB) install work without registration?
Yes. Google says ADB installs continue to work without developer registration. ADB is a developer tool rather than the ordinary app-store installation path, so its availability does not mean that every store-based install bypasses the new protections. Google’s developer-verification FAQ
What Play users and developers should do
If you install apps from Google Play
Most users do not need to take a new action just because verification has started. Google says eligible Play apps were automatically registered, and reports that 99% of apps on Play have been registered automatically. That figure concerns app registration; it does not certify that every registered app is harmless or eliminate the need to consider an app’s trustworthiness.

If an app is unavailable or prompts for an advanced install
- Check whether the app is offered by its developer through Google Play or another trusted source.
- Confirm whether you are in one of the four initial countries and installing through a participating store on a certified Android 7-or-later device.
- If you choose to install an unverified app, understand that the advanced flow is an additional installation path, not a security endorsement.
If you publish Android apps
Developers who distribute through Google Play should check registration in Play Console. Google says most eligible Play apps were registered automatically; check the console for any remaining action. Developers distributing only outside Play should use Android Developer Console to manage identity verification and package registration. When does verification expand?
Google announced the rollout to Play Console and Android Developer Console on March 30, 2026. Its overview lists August 2026 for developer APIs, limited-distribution accounts, and the power-user advanced flow, followed by the start of regional protections on September 30, 2026. Google says it plans to expand verification globally in 2027 and beyond; it has not established a final date or a country-by-country sequence in the cited overview. Verification establishes a link between an app’s package name and signing key or keys, and a developer account with a verified identity. It is not the same as a claim that Google has reviewed every app for safety. Google’s March 30, 2026 announcement says its recent analysis found over 90 times more malware from sideloaded sources than on Google Play. That is Google’s own analysis and comparison; it does not show that a particular sideloaded app is malicious or that every Play app is safe. Google’s announcement
