If you joined the Google Group for a Google Play closed test but the opt-in page says “App not available,” group membership alone may not be enough. Google requires testers to be included in the correct test track and to opt in through that test’s link; publication status, account identity, country availability, or device compatibility can also affect access. Work through these six checks in order.
1. Confirm the app and test release are published
Google says the opt-in link appears only when the app’s status is Published. An app in Draft or Pending publication will not display an opt-in link. Check the app’s publishing status and the closed-test release in Play Console. When a test is published for the first time, its link may take several hours to become available.

Being a member of a Google Group does not automatically make someone eligible for every closed test. In Play Console, open the specific closed-test track and check that its managed tester configuration includes the exact Google Group the tester joined. If the group is attached to a different track, the tester may not be eligible for this one.

3. Join the group before opting in, then complete opt-in
For a closed test using a Google Group, Google’s instruction is explicit: “For closed tests using a Google Group, users must join the group before opting into your test.” After joining, the tester still needs to open the test’s opt-in link and complete the opt-in step. Group membership and test opt-in are separate actions.
4. Use the same Google account for the group, opt-in, and Play Store
Check which account joined the group, which account is signed in on the opt-in page, and which account is active in Google Play. They should be the same account and match the account permitted for the test. If an invitation is involved, confirm it was accepted for that account. A Google Play Developer Community Product Expert has also identified account mismatch as a practical troubleshooting check; community guidance is not a guarantee about the cause in a particular case.

5. Check whether the tester’s country is included
Review the countries or regions selected for the test and confirm that the tester is in an eligible location. Google Play Developer Community responses identify country or region availability as a possible access issue, but the message alone does not establish that geography is the cause.
6. Distinguish an unavailable test from an incompatible device
Note exactly where the error appears. If the opt-in page cannot find an eligible test, revisit the publication, track, group, account, and country checks above. If the app is visible but Google Play says it is unavailable for the device, investigate the app’s device requirements: an unsupported device can prevent installation even when the tester has access to the test.

Does the 12-testers-for-14-days rule affect this error?
Not as a substitute for closed-test enrollment. Google’s requirement for at least 12 testers to remain opted in continuously for at least 14 days applies to production access for personal developer accounts created after November 13, 2023. It does not replace the requirements for an individual tester to be included in a closed track and actively opt in. See Google’s App testing requirements for new personal developer accounts page.

Google’s official setup guidance establishes the required states: the tester must be included in the track configuration and must actively opt in; for a Google Group test, the tester must join the group first. It also specifies that the app must be Published for the opt-in link to display, with a possible several-hour delay when a test is first published.

The words “App not available” do not identify which condition failed. Without details about the app’s publication status, track configuration, signed-in account, country, and device, there is no reliable way to name one cause. Community answers offer useful checks, but they are not official guarantees or evidence that one issue is more common than another.
