GitHub announced the GitHub Enterprise Server (GHES) 3.9 release candidate on June 8, 2023. It previewed runner autoscaling, Projects improvements, REST API versioning, and logging changes—but it was intended for testing outside production, not live deployment. GHES 3.9 is now discontinued: GitHub lists June 29, 2024, as its support end date.
What GHES 3.9 highlighted
The release-candidate announcement covered four main areas. These were previews of what administrators and engineering teams could evaluate in a test environment, rather than a recommendation to deploy the candidate.
- Autoscaling self-hosted Actions runners: Administrators could configure autoscaling with Actions Runner Controller and runner scale sets.
- Projects public beta: GitHub said the beta had received improvements for planning and tracking work.
- REST API versioning: Clients could select an API version for each request using a release date as the version identifier. GitHub said each API version would be supported for two years.
- Logging conventions: GitHub changed many logging field names as part of a gradual move toward internal semantic conventions for OpenTelemetry.
These changes made the candidate relevant to teams assessing runner capacity, project planning workflows, API client compatibility, or log-processing and observability pipelines. The announcement did not provide a quantified performance impact for the logging changes or a universal estimate for runner capacity gains.
Why GitHub advised against production use
GitHub described release candidates as proposed feature releases with a complete feature set, but warned that issues might emerge only through customer use. Its guidance was to evaluate a candidate in a new test environment. Administrators should not install it in production, upgrade a supported earlier version to it, or upgrade from the candidate to a later release.

For a historical evaluation, teams could use staging to check workflows and integrations against the changes: runner autoscaling behavior, Projects usage, API requests with explicit version selection, and logging consumers that depend on field names. Those checks are evaluation considerations based on the announced changes, not test results reported by GitHub.
MySQL 8.0 made upgrade testing important
GHES 3.9 upgraded MySQL from version 5.7 to 8.0. GitHub warned that the change could increase I/O utilization. The versioned release notes also warn that upgrades from GHES 3.7 or 3.8 to 3.9 could affect instance performance, and that MySQL might fail to restart after some upgrades.

GitHub did not give a general percentage for the I/O increase or performance effect. The impact therefore cannot be predicted from the release announcement alone; it depends on the instance and upgrade circumstances. For administrators evaluating the release at the time, the database change called for checking I/O headroom and observing instance behavior in a suitable test environment before any production upgrade planning. The release candidate itself was not appropriate for production.

No. GitHub’s versioned GHES 3.9 documentation lists June 29, 2024, as the discontinuation date and says no patch releases would follow. GHES 3.9 is therefore a historical release, not a currently supported deployment choice.
