What changed in GitHub private vulnerability reporting?
In changes announced October 1, 2026, GitHub added two controls for repositories that have private vulnerability reporting enabled: daily limits on new reports and a structured report form. The stated availability is public repositories on GitHub Free, Pro, Team, and Enterprise Cloud.
Daily limits apply to new reports
GitHub says it applies per-user daily limits to new private vulnerability reports. A reporter who reaches a limit is prompted to try again later. The announcement does not disclose the numeric default cap, so reporters and maintainers cannot use the public announcement to calculate how many reports are allowed each day. GitHub’s rate-limits announcement describes the change.
Repository administrators can configure an overall daily limit and create an allow list of trusted reporters who are exempt from rate limiting. To find the controls, go to Repository Settings → Advanced Security → Settings, beside Private vulnerability reporting. The per-user limit and the repository-wide setting are distinct controls; GitHub’s announcement does not state the numeric defaults for either.

The limits concern starting new reports. Comments on an existing advisory are not affected, so the change does not block ongoing coordination on a report already submitted.
The default form asks for evidence and impact
The new default form requests a summary, details, a proof of concept of at least 150 characters, and the vulnerability’s impact. The responses are combined into the advisory description for maintainers to review and edit. GitHub describes the feature as a way to collect details needed to assess a vulnerability, including a reproducible proof of concept. The structured-forms changelog explains the default fields and customization options.

How maintainers can tailor the report process
Maintainers can replace or adapt the default form by adding .github/VULNERABILITY_REPORT.yml to the repository’s default branch. An organization or account can also use a shared form in its .github repository. This lets a project ask for information suited to its software and triage process rather than relying on a single format for every vulnerability.
- Require CWE classification: Maintainers can make assignment of a Common Weakness Enumeration (CWE) category a requirement. Organizations and enterprise owners can enforce that requirement through policy.
- Disclose AI assistance: The form can let a reporter state that they used AI assistance. That disclosure is separate from the report’s evidence: maintainers still need enough detail to assess and reproduce the claimed issue.
- Support API submissions: Custom forms also apply to submissions through the REST API. GitHub says the default form is not enforced for API submissions, so API integrations should be checked against any custom form requirements the repository adopts.
These controls let repositories choose different intake policies. A project with a high volume of reports might set an overall cap and use a tailored form, while another may prioritize access for known researchers through an allow list. GitHub documents the options, not a single configuration that suits every project.

Why GitHub says it is limiting report intake
GitHub says it is responding to both increased report volume and concerns about quality. In a March 16, 2026 community announcement, the company described reports that were AI-generated with little or no human review, as well as claims that required substantial investigation to determine whether there was any security impact. GitHub said validating even one poor-quality report could take hours. Those are GitHub’s stated reasons, not independently audited findings. GitHub’s community announcement sets out that rationale.
In its June 2026 account of the Advisory Database, GitHub reported that it received more than 3,000 private vulnerability reports per week for most of May 2026, and that more than 1.7 million repositories had enabled private vulnerability reporting. GitHub also said it made more than 6,000 advisory decisions per month from March through May 2026 and published 1,560 reviewed advisories in May. These are company-reported operational figures; they do not show that every report was low quality or establish that the new controls have reduced maintainer workload. What private vulnerability reporting means for reporters and users
Private vulnerability reporting is an opt-in channel for a researcher to contact a repository’s maintainers and coordinate on a vulnerability without immediately making the report public. A private report may lead to a private advisory and collaboration. An advisory can later be published and added to the GitHub Advisory Database, where it may help inform downstream users through Dependabot. A report is therefore not necessarily permanently private. GitHub’s guide to private vulnerability reporting and overview of the GitHub Advisory Database describe those workflows.
For reporters, the practical change is to prepare a concise, reproducible account of the issue and its impact, and to expect a daily limit when opening new reports. For repository owners, the new settings offer ways to manage volume without disabling the channel, including an overall cap, exemptions for trusted reporters, and a form that reflects the project’s triage needs.
