The National Communications Authority (NCA) said on September 11, 2026, that MTN Ghana’s parent company, Scancom Plc, was successful for two 700 MHz lots. Telecel Ghana had qualified to continue in the 2.3 GHz and 3 GHz processes, but the NCA said those outcomes were still pending. Qualification is not a licence award.
What Ghana’s latest 5G spectrum update says
The NCA’s September 11, 2026 update covered assignment processes in the 700 MHz, 2.3 GHz and 3 GHz bands for mobile broadband, including 5G. Only the 700 MHz process had a successful applicant identified in that update: Scancom Plc, which operates as MTN Ghana, secured two lots, the maximum one applicant could receive under the application rules. The NCA reported a total licence fee of US$100.9 million for those two lots.
The other two processes had not reached announced final outcomes. The NCA said it would continue the remaining steps under its Request for Applications and publish the results later. Its September 9 qualification notice listed MTN Ghana, Telecel Ghana and Goal Telecommunications as qualified applicants; Infrava was listed as non-qualified. That notice let qualified applicants proceed, but did not name winners.

These are different stages and outcomes: a qualified applicant may proceed, while a successful applicant has been selected for a specified award. The NCA’s update established MTN’s success for the 700 MHz lots; it did not establish that Telecel had won spectrum.

Why the rollout has been slow
Communications Minister Samuel Nartey George described the rural connectivity challenge as a significant number of cell sites serving rural and remote communities still relying on legacy 2G or 3G technology. He said the government was prioritising upgrades toward 4G- and 5G-capable infrastructure, along with fibre or microwave backhaul, and that new sites should be 4G-ready. The minister’s remarks did not quantify the affected sites or independently verify how many upgrades had been completed.
The minister also said a policy reform removed the NCA’s wholesale 5G exclusivity framework, which he said had constrained competition in high-speed mobile broadband. Removing that policy barrier does not itself build networks or make service available: spectrum assignment was still in progress in September 2026.

Ghana had earlier announced Next-Gen InfraCo (NGIC) in June 2024 as a wholesale infrastructure initiative, alongside ambitious deployment plans. Those announcements describe the intended approach, not proof that the planned rollout was completed.
When could people in Ghana use 5G?
There was no confirmed consumer launch date in the cited updates. On September 7, 2026, the minister said the NCA was scheduled to complete spectrum assignment before the end of 2026 and begin deployment. That was a forward-looking schedule, not evidence that commercial service was live, available nationwide, or launched by any particular operator.

The Ministry of Communication, Digital Technology and Innovations reported a ministerial target of 70 percent 5G population coverage by March 2027. It is a target, not achieved coverage. Population coverage also should not be read as a guarantee that every town, household or individual location will have a usable signal. The eventual availability will depend on completed awards, network deployment and each operator’s local coverage.

- Local launch and coverage: Confirm that the operator has launched 5G where you intend to use the phone, rather than relying on a national target or a spectrum award.
- Supported bands: Compare the phone’s supported 5G bands with the bands used by that operator. The cited NCA notices do not provide a handset compatibility list or establish operator-specific service bands beyond the licensing processes.
- Operator terms: Check the operator’s service, SIM and plan requirements, as well as any device restrictions.
For now, the licensing announcements alone are not enough to recommend a particular handset or confirm that a specific model will connect.

What the announcements do—and do not—confirm
- Confirmed: MTN Ghana’s parent, Scancom Plc, was successful for two 700 MHz lots, with a reported total fee of US$100.9 million.
- Confirmed: the 2.3 GHz process had four applications for five lots, while the 3 GHz process had four applications for three lots.
- Not confirmed in the September 11 update: final recipients, fees, licence conditions or operator launch dates for the 2.3 GHz and 3 GHz awards.
- Not established by the minister’s schedule or coverage target: that 5G service was already live or available throughout Ghana.
