Files & Folders lets an app access selected locations, such as Documents, Downloads, or Desktop. Full Disk Access is much broader: it can allow access to all files on the Mac, including data from other apps, Time Machine backups, and certain administrative settings for all users. If an app only needs a particular folder, check its location-specific permissions first; grant broader access only when the app’s documented purpose requires it and you trust the app.

How the two macOS permissions differ

Apple lists Files & Folders and Full Disk Access as distinct options in Privacy & Security. Do not assume that granting one automatically grants the other.

Which permission should you give an app?

When Files & Folders is the better fit

If the app needs to work with a known location—such as a folder in Documents, Downloads, or Desktop—start by checking its Files & Folders settings. This is the narrower choice when those location controls support the app’s task.

When Full Disk Access may be needed

Some app functions may require access beyond a selected folder. Apple’s descriptions establish what Full Disk Access can expose, but do not confirm the requirements of individual third-party apps. Check the app vendor’s current documentation to understand why it requests that permission before enabling it.

Consider trust and privacy

Broader access means the app may be able to reach more of your data. Apple cautions that information collected by a third-party app or website is governed by that party’s terms and privacy policies. Consider who operates the app and how it handles information before allowing access. Choosing the narrowest permission that supports the task is practical least-access advice based on the scopes Apple describes.

How to review or change access

  1. Open the Apple menu and choose System Settings.
  2. Select Privacy & Security.
  3. Choose Files & Folders to review the listed apps, then switch access to the relevant locations on or off.
  4. To review the separate broader permission, return to Privacy & Security and open Full Disk Access.

Apple’s current guidance uses System Settings; labels and placement can vary by macOS release. On macOS 12 or earlier, Apple’s security guide identifies the settings app as System Preferences.

macOS version context

Apple’s security guide, published 18 February 2021, says its system-enforced consent model covers access to Documents, Downloads, Desktop, iCloud Drive, and network volumes on macOS 10.15 or later. It also says apps requiring access to the full storage device must be explicitly added in privacy settings on macOS 10.13 or later. These are historical version thresholds from that guide, not a release-by-release description of every current macOS version; use Apple’s current user guide for present-day navigation.

What to do if an app still cannot access a file

  • Check that the app is listed under Files & Folders and that the specific location it needs is enabled.
  • If the app says it needs Full Disk Access, verify the reason in the vendor’s current documentation rather than assuming the request is necessary.
  • Confirm the steps against your installed macOS version, since interface details and permission behavior can change.
