These actions, often called demand flexibility, can help utilities and system operators manage peak demand and integrate renewable generation. Participants may receive payments, bill credits, or other rewards where local programs offer them, but a benefit to the grid does not automatically mean lower bills or income for an individual customer.
What does it mean to become a grid partner?
Electricity use is not equally valuable at every hour. When demand is high or supply is constrained, reducing or moving some consumption can help the system meet needs without relying as heavily on peaking generation or straining network equipment. When renewable electricity is plentiful, shifting some use into those periods can help align demand with supply.
The International Energy Agency (IEA) defines demand flexibility as adjusting the timing or amount of electricity use in response to system needs. It can be a routine operating resource, not just an emergency measure, as electrification and variable renewable generation expand. Its usefulness depends on where and when the load can respond, what other resources are available, and whether operators can measure and reliably call on it.
How can consumers help the grid?
Households and businesses can take part through several arrangements. The controlled resource might be reduced consumption, a shifted load, stored electricity, or exported power. A utility, aggregator, electricity supplier, building manager, or customer-controlled automation may coordinate the response.

The table describes possible mechanisms, not a guarantee that a particular option is offered in a reader’s area. Program eligibility, dispatch rules, compensation, device compatibility, and measurement requirements must be checked locally.
What is a virtual power plant?
A VPP combines distributed energy resources and coordinates them to support electricity supply and demand. The U.S. Department of Energy’s Loan Programs Office describes possible resources including rooftop solar paired with behind-the-meter batteries, electric vehicles and chargers, electric water heaters, smart buildings and their controls, and flexible commercial and industrial loads.

Aggregation matters because a collection of smaller resources can be coordinated to provide grid services at a useful scale. Depending on the equipment and arrangement, the VPP may change when electricity is consumed or call on stored electricity. A device by itself is not a grid service: enrollment, communications, controls, dispatch rules, and measurement connect that device to a system need.
In its VPP project material, the U.S. Department of Energy describes around 200 GW of new resources as needed by 2030 to serve projected peak demand. That is a DOE system projection, not a guaranteed shortfall or a figure that applies to every country.

What benefits can flexibility deliver?
For the electricity system
Coordinated flexibility can reduce coincident peaks and make better use of generation and network assets already in place. Shifting demand toward periods of abundant renewable generation may also help integrate that supply and reduce curtailment. The value depends on local conditions: changing demand can ease one network constraint while increasing flows elsewhere, so distribution planning and coordination still matter.
For participants
A customer may receive a payment, bill credit, rebate, or a bill effect from a time-varying tariff if the relevant local program or rate provides one. Those benefits are separate from system-wide savings. Without current terms for a specific utility territory and a suitable comparison of the customer’s usage, the likely household payment or net bill impact cannot be established.

What do the IEA case studies show?
The IEA’s 2026 report presents different kinds of evidence across three countries. South Africa’s figures describe existing results; Thailand and Ireland’s figures are modeled future scenarios, not observed outcomes or universal forecasts.

These results refer to different systems, time horizons, and evidence types. They should not be combined into a global savings estimate or treated as a forecast for a household elsewhere.

Can a smart thermostat earn money?
A smart thermostat can help manage heating or cooling, making it one possible component of a flexible building. The U.S. Department of Energy’s Federal Energy Management Program says grid-interactive efficient buildings can reduce energy waste, help balance use during peak demand or periods with plentiful renewable generation, and reduce the risk of frequency deviations.
Owning a smart thermostat does not enroll a home in a grid program or guarantee savings. Eligibility and value depend on the utility territory, program or aggregator availability, device compatibility, enrollment terms, and how the home’s heating or cooling can be adjusted. Comfort needs also constrain how much load can be shifted.
What should households and businesses check before taking part?
- What is being controlled: Clarify whether the arrangement reduces consumption, shifts it, uses stored energy, or exports electricity.
- Who can dispatch it: Understand whether a utility, aggregator, supplier, building manager, or customer-controlled system makes the operating decision.
- How value is delivered: Check whether the actual local offer specifies a payment, bill credit, rebate, tariff, or another benefit, and read how it is calculated.
- What response is expected: Review event frequency, notice, duration, opt-out rules, and any limits on charging, comfort, production, or backup power.
- Whether equipment fits: Verify metering, communications, controls, device interoperability, electrical service, and site requirements before purchasing equipment.
- How data and devices are protected: Connected controls introduce privacy and cybersecurity considerations; understand what data is collected and who can access or operate the equipment.
- Who bears the burden: Programs should account for people who cannot shift demand because of health, work, housing, or other constraints, rather than disadvantaging them for not providing flexibility.
Smart EV chargers and residential batteries can also be useful resources, but their fit depends on vehicle and charging patterns, electrical service, site constraints, battery capacity, and program rules. No equipment purchase alone establishes a return.
Why smart power is a system opportunity, not an automatic customer deal
The IEA’s cases illustrate how flexibility can reduce peak stress or system costs when resources are available and coordinated. Turning that system value into an individual benefit requires a local tariff or program that rewards participation, suitable equipment and controls, and a response the customer can sustain. The practical question is therefore not simply whether a device is “smart,” but whether a specific local arrangement makes its flexibility useful and compensates it on terms that work for the participant.
