Free proxy lists are useful for disposable experiments and compatibility checks, but they are a weak foundation for production scraping. In a 2024 study of more than 640,600 proxies, only 34.5% were active at least once during the study. Even a proxy labelled “live” can fail the next check, expose traffic, or alter a response. Measure repeat success against your actual target—not just list size—before relying on a public proxy.

What free proxy lists can—and cannot—tell you

A public proxy list is a changing inventory of endpoints that appear to relay requests through other machines. Listings commonly identify a protocol, address, and sometimes a country, anonymity label, latency, or recent uptime. These labels are useful for narrowing candidates; they do not establish that a proxy will work for your target, remain available, preserve the response, or protect your data.

Two different aggregation snapshots

ProxyScrape publishes HTTP, HTTPS, SOCKS4, and SOCKS5 endpoints in machine-readable formats. Its repository snapshot dated September 29, 2026 listed 4,792 entries across 86 countries: 1,455 HTTP, 559 HTTPS, 232 SOCKS4, and 3,105 SOCKS5. ProxyScrape says its API refreshes every minute and its repository every five minutes. That describes refresh frequency, not the share of endpoints that work or how long they stay usable.

HProxy describes gathering candidates from more than 100 public sources, deduplicating and testing them over four protocols, and labelling them with country, anonymity, latency, and uptime. At the time its page was crawled, it reported 20,251 live proxies and 84,180 that had answered within 48 hours. Those are point-in-time operational counts, not guarantees of target-specific success.

Why raw list size is a poor comparison

“Listed,” “answered recently,” and “usable for my job” are different states. A proxy might accept a connection but fail TLS validation, return an error page, be blocked by the destination, or serve a response whose content has been changed. A large list can therefore produce less useful capacity than a smaller pool with verified, repeatable success. Treat list counts as candidate counts, not as a forecast of successful pages.

What large-scale testing reveals about reliability

The strongest independent evidence in this area is the MADWeb 2024 study by Naif Mehanna, Walter Rudametkin, Pierre Laperdrix, and Antoine Vastel. The researchers collected more than 640,600 proxies from 11 providers and tested them daily over 30 months. Only 34.5% were active at least once during the study. The study also identified 4,452 distinct vulnerabilities, including 1,755 that enabled remote code execution and 2,036 that enabled privilege escalation; it found 16,923 proxies that appeared to manipulate content.

The 34.5% figure does not mean that 34.5% of any particular list will work for your target today. It describes the study’s collected proxies and its “active at least once” measure. It is a warning about the gap between a published inventory and dependable service, not a success-rate estimate for a new list or a particular scraping task. The authors’ conclusion was direct: “Ultimately, our research reveals that the use of free web proxies poses significant risks to users’ privacy and security.”

A live check is only a moment in time

HProxy’s longitudinal notes give a sense of how quickly that status can change: its reported median proxy lifespan was 144.5 hours, 22.6% died within their first hour, and a proxy in its live set passed only 45.5% of its own verification checks. These are HProxy’s reported observations, not universal rates for all providers. They illustrate why a one-time “live” badge cannot stand in for repeated monitoring.

For a real project, distinguish first-pass success from sustained uptime. A proxy that works once may fail on the next run; one that answers a generic test endpoint may still be blocked by the site you need. Recheck over the hours or days your workload will run and track results separately by destination, protocol, geography, and time.

Are public proxies safe for scraping?

Do not send account credentials, session cookies, authorization headers, or sensitive data through an untrusted public proxy. The proxy operator may be able to observe traffic, log requests, inject or alter content, or hijack a session. ProxyScrape itself warns that public proxies are unsafe, unstable, often slow, and frequently blacklisted, and advises against transmitting credentials, cookies, or sensitive information.

HTTPS helps protect the connection between a client and a website when certificate validation succeeds, but it does not make an unknown proxy trustworthy. Treat certificate errors as a hard failure: do not disable verification just to make a proxy pass. A proxy that intercepts encrypted connections, exposes the real client IP when anonymity is required, or changes response content is unsuitable for that use.

Also separate privacy from anonymity. A proxy can change the network address the destination sees without making the request unidentifiable or preventing the operator from observing metadata. The benchmark should test the property you actually need rather than relying on a list’s anonymity label.

How to benchmark a free proxy list defensibly

Test with a small, controlled workload first. Use destinations and data you are authorized to access, avoid sending secrets, and keep request volume within the destination’s terms. A useful benchmark measures successful, intact pages over time—not just how many endpoints return a connection.

  1. Define the workload. Write down the target URLs, permitted fields, required geography and protocol, planned concurrency, run duration, and acceptable failure rate. Choose a benign control endpoint you are authorized to use. Fixing these variables makes results comparable across lists or managed services.
  2. Test against the real target and the control. For each endpoint, record whether a connection succeeds, the HTTP status, TLS and certificate behavior, elapsed time, response-body integrity, and whether the real client IP is exposed when that matters to your test. A passing control test is not proof that a target will accept the proxy.
  3. Repeat the checks. Run at different times across the period your workload would operate. Keep first-pass success, repeat uptime, and the number of checks separate; do not let one successful request conceal repeated failures.
  4. Record the failure burden. Track bans, CAPTCHA frequency, retries, abandoned sessions, and time spent replacing endpoints. Record successful pages as well as attempts, so that apparent throughput is not inflated by repeated requests for the same result.
  5. Check integrity and remove unsafe candidates. Compare expected response content, reject endpoints that rewrite content or fail certificate validation, and remove any that expose credentials or violate the destination’s terms. Do not treat a response as successful merely because it has an HTTP status.
  6. Calculate cost per successful page. Include engineering time, monitoring, retry traffic, failed sessions, and the value of delays—not just the zero purchase price of the list. Compare that total with a managed API trial before committing a production design.

A practical results sheet

Use one row per endpoint-check, not one row per proxy with its best result. This makes intermittent failures visible. At minimum, capture:

  • Timestamp, target or control, proxy identifier, protocol, and claimed geography.
  • Connection result, HTTP status, TLS validation result, elapsed time, and body-integrity result.
  • Whether the client IP was exposed, if the task requires that check.
  • Ban or CAPTCHA outcome, retry count, and whether the page was ultimately usable.

Summarize by target and time period. Useful measures include first-attempt success, sustained success across repeated checks, latency distribution, CAPTCHA and ban frequency, and successful pages per total attempt. Keep control-endpoint results beside target results: this helps distinguish an unavailable proxy from a destination-specific block, although it does not by itself prove the cause of a failure.

How to interpret the results and decide when to stop

Do not rank candidates on latency alone. A very fast endpoint that succeeds rarely, rewrites pages, or triggers frequent bans may cost more per usable page than a slower, steadier option. Compare reliability over time, target-specific success, latency and throughput, geographic and protocol coverage, TLS integrity, response accuracy, ban rate, maintenance overhead, and total cost per successful page.

Free lists can make sense for a short proof of concept, parser testing, or a low-stakes experiment involving public data, provided no credentials or sensitive data pass through them. They are a poor fit when a project needs repeatable uptime, clean traffic, controlled geography, support, or an accountable operator. If retries and endpoint maintenance dominate, use a managed service trial as a controlled comparison rather than assuming “free” is cheaper overall.

Legal and policy boundaries

A proxy changes the route for a request; it does not grant permission to access a site or its data. Oxylabs’ policy says automated gathering is not necessarily illegal by itself, but methods can cross legal thresholds. It requires compliance with site terms, says only publicly available data may be scraped without permission, and prohibits security breaches, authentication circumvention, sensitive-data collection, and disruptive activity. Bright Data’s policy also prohibits unlawful activity and restricts categories including streaming-related domains and SEO manipulation.

Provider policies are operational rules, not a substitute for legal advice tailored to your jurisdiction and use case. Before running a benchmark, verify that the destination permits the activity and that your collection method stays within the applicable terms and rules. Do not use proxies to bypass authentication, access controls, or a site’s restrictions.
