If you need identity governance without a software license fee, Evolveum midPoint is the clearest open-source option supported by the available official documentation. Microsoft Entra ID Free is another relevant starting point, but Microsoft’s licensing matrix assigns governance features across Free, P1, P2, and Entra ID Governance. It does not mean the full governance suite is free.
These products have different licensing and operating models, so the useful comparison is whether a required workflow is included in your entitlement and what it takes to run it—not which one is universally “more free.”
What identity governance includes
Identity governance is broader than login and single sign-on. It concerns who should have access to which systems, how that access is granted and changed, and how an organization can review and document it. Useful capabilities to compare include:
- Provisioning and deprovisioning: creating, changing, and removing accounts and access as people join, move within, or leave an organization.
- Approvals: routing access requests or other changes through defined decision steps.
- Roles and entitlements: modeling access in a way administrators can assign and manage.
- Access certification: reviewing existing access and recording whether it should remain.
- Synchronization and reconciliation: keeping identity information and connected systems aligned and identifying discrepancies.
A product’s identity-management label alone does not establish that every one of these workflows is available in a particular free tier.

Evolveum midPoint: open-source governance with operational work to plan
Evolveum describes midPoint as “an identity management and governance system.” Its current feature documentation covers lifecycle provisioning and deprovisioning, synchronization, approval automation, RBAC, access certification, and role modeling.
The key distinction is between license price and total operating cost. Evolveum’s statement that the licensing cost is zero is not a promise of free deployment. You still need to determine who will host and maintain the system, connect it to identity sources and target applications, configure policies and workflows, and provide support. The official pages cited here do not quantify those costs or the effort required for a specific environment.

Microsoft Entra ID: verify each entitlement
Microsoft’s licensing matrix shows feature availability across Entra ID Free, P1, P2, and Entra ID Governance. Microsoft’s identity governance overview explains the product scope and points to licensing information. Together, these sources support checking features individually rather than treating the Free tier as equivalent to Entra ID Governance.
- List the workflows you need, such as access reviews, approvals, or lifecycle changes.
- Find each feature in Microsoft’s current licensing matrix and check the license column and any stated prerequisites.
- Confirm which people or identities need the applicable entitlement, and verify that the licensing scenario fits your cloud environment.
- Compare the resulting entitlement with your organization’s existing Entra licenses before deciding whether the workflow adds a new license requirement.
Because feature availability depends on licensing and can vary by cloud or scenario, a general claim that “Entra governance is free” is not a safe basis for planning.

Choose by workflow, integration, and operating model
Before selecting either option, turn the requirement into a practical comparison rather than relying on the word “free.”
- Governance depth: Identify whether you need requests and approvals, recurring or event-based reviews, role or entitlement management, and audit evidence. Verify each capability in the relevant product documentation and license terms.
- Lifecycle coverage: Map identity data sources, joiner/mover/leaver events, target applications, and deprovisioning expectations. A feature list does not prove that a particular application or workflow is covered in your environment.
- Integrations: Check the systems you need to connect and whether they are supported directly or require custom work. The reviewed sources do not provide a consistent connector count, so a numerical comparison would be misleading.
- Cost and licensing: Separate software license terms from hosting, implementation, integration, support, and staff time. For Entra, also confirm which identities and features require which entitlement.
- Operations and environment: Consider whether your team can own a self-managed deployment and customization, or whether your existing Microsoft identity environment and licensing model better fit the work. The available evidence does not establish comparable deployment-size benchmarks.
What this comparison can—and cannot—establish
The official documentation supports comparing midPoint’s documented governance functions and zero license-cost claim with Microsoft’s tiered feature entitlements. It does not establish a comprehensive ranking of all free IGA products, comparable connector coverage, implementation effort, or deployment sizing. Treat the comparison as a starting point for validating your own workflows and entitlements, not as a universal product ranking.
