Higher mmWave may be better suited to dense, localized hotspots where wide bandwidth is valuable and coverage can be engineered around blockage. Neither is a universal winner: performance and deployment fit depend on the specific band, radio and antenna design, spectrum rights, environment, and use case. FR3 and 6G service remain prospective, not a guarantee of a particular commercial network or device.
What do FR3 and mmWave mean in a 6G comparison?
In the sources used here, FR3 refers to the 7.125–24.25 GHz upper-mid-band range. That is a candidate spectrum range, not a single globally harmonized or contiguous allocation. National plans, incumbent services, and the portions available for mobile use can differ.
“mmWave” is a broad label, not one uniform band. Its meaning and the spectrum available under it depend on context and jurisdiction. The useful comparison is therefore FR3 against a specified higher mmWave band, not FR3 against an assumed, identical mmWave option everywhere. The boundary between labels can also vary; do not infer a globally fixed dividing line from the names alone.
These distinctions matter because frequency alone does not determine network performance. Bandwidth, transmit power, antenna arrays, beam management, obstructions, interference, and the radio channel all affect the link. A present-day 5G mmWave device should not be assumed to support a future FR3 6G band.

How do coverage and propagation compare?
FR3 is considered a possible compromise: compared with lower cellular bands, it offers the prospect of more bandwidth, while its propagation may be more favorable than that of higher mmWave. It still faces the propagation and penetration challenges associated with using higher frequencies. It is not “low-band coverage with mmWave capacity.”
Higher mmWave frequencies can be useful where a network can deliver directional links to users in a relatively concentrated area. Blockage and the surrounding environment can make those links more demanding to maintain. Buildings, street layout, materials, line of sight, and beamforming all matter, so neither band has a dependable coverage radius that can be stated without a specified system and setting.

The 2025 review Spectrum opportunities for the wireless future: from direct-to-device satellite applications to 6G cellular and the paper by Bazzi and colleagues, Upper Mid-Band Spectrum for 6G: Vision, Opportunity and Challenges, discuss these as engineering trade-offs, not as a fixed coverage ranking. The IEEE Communications Magazine version of the latter paper appeared online on December 10, 2025; its abstract and bibliographic details support the comparison, but detailed claims should be checked against the paper.
Where might each band add capacity?
Both options could add capacity, but “capacity” can mean different things. A link’s peak throughput is not the same as the total traffic an area can serve, and neither guarantees the performance a particular user will experience.

FR3’s potential is not simply “more bandwidth than mmWave,” nor does the evidence establish that it will deliver a particular speed. Higher mmWave can offer wide allocations suited to local hotspots, but actual results depend on which band is available and how the network is built. The reviewed sources do not provide a matched FR3-versus-mmWave field trial that would justify a universal throughput claim.
Why do antenna arrays and beamforming matter?
At FR3 frequencies, shorter wavelengths can allow many antenna elements to fit in a given panel area. Large arrays and multiple-input, multiple-output (MIMO) techniques can help a system use spatial resources and direct energy toward a receiver. The realized benefit depends on the array, radio implementation, channel, and how well the system manages beams.

Higher mmWave frequencies can also use compact, directional arrays to provide channel gain. That directionality makes beam alignment and keeping a usable path important, particularly when users or obstructions move. A comparison based only on nominal frequency misses these hardware and operating differences. Device antenna limits matter too: a base-station capability does not establish what a handset or other user device can support.
What can make deployment difficult?
Spectrum access and coexistence are central issues for FR3. Candidate portions may be fragmented or shared with incumbent services, and regulatory plans differ by country. The 2025 Swedish Institute of International Affairs brief notes: “The spectrum that would become available for 6G in the FR3 band is not contiguous and poses challenges in terms of coexistence with other services, which complicates radio hardware implementation.” That is a warning about a deployment challenge, not proof that every country will have the same allocation.

Regional differences affect more than licensing: they can lead to different radio hardware or firmware requirements. Higher mmWave also requires jurisdiction-specific spectrum rights and careful consideration of local propagation and site needs. The label alone does not tell an operator which frequencies are available, how they can be used, or what coexistence rules apply.
- Spectrum rights: Confirm the specific frequencies, geography, licensing status, and permitted use rather than treating either label as a worldwide allocation.
- Coexistence: Assess incumbent services and whether usable spectrum is fragmented or shared.
- Radio and device readiness: Match radio hardware, antenna design, beam management, and supported device bands to the actual allocation.
- Sites and environment: Evaluate the intended coverage area, likely obstructions, user density, and need for directional links.
- Economics: Compare costs against the traffic and coverage goal for that market. The cited sources do not establish a universal cost-per-area or cell-density advantage for either option.
There is evidence of experimental upper-mid-band work, including a custom software-defined radio platform used for 6–24 GHz urban experiments, as reported in the 2025 npj Wireless Technology review. That demonstrates research activity, not commercial FR3 availability or support in off-the-shelf SDRs.

This is a screening framework, not a substitute for a market-specific radio plan. The sources do not quantify a universal break-even point at which FR3 becomes more economical than mmWave, or vice versa.
Is FR3 or mmWave already a commercial 6G choice?
No commercial 6G FR3 service or device availability is established by the cited sources. They describe spectrum candidates, research, and standardization directions. A candidate range or research prototype is not the same thing as a finalized standard, national allocation, network launch, or supported consumer device. Plans can change, so any claim about current availability needs to name the country, band, and date.
