Flock Safety, Motorola Solutions’ Vigilant platform, and Axon Fusus document different approaches to keeping and sharing automated license plate reader (ALPR) data. Flock states a seven-day default for new law-enforcement customers, with exceptions; Motorola describes agency-configured retention; and Axon’s Fusus release notes detail controls for sharing data between agencies. None of those descriptions, by itself, tells you how a particular department has configured its system. Agency policy, customer agreements, and local law help determine who can search records and how long they remain available.
What information does an ALPR system collect?
Flock says its LPR systems collect the text read from a license plate, the date and time of the observation, the camera’s location, and basic vehicle attributes such as make, model, and color. Flock says LPR does not collect a driver’s name, address, phone number, identity, or biometric identifiers. Those statements describe Flock’s system; they should not be assumed to describe every ALPR product.
A record need not name a driver to be sensitive. A plate linked to a time and place can reveal a vehicle’s movements or presence at a particular location. The privacy question is therefore not only whether a system identifies a person directly, but also who can search those location-linked observations and how long they remain accessible.
How do retention and deletion rules compare?

These are different kinds of evidence, not three directly comparable retention promises. Flock publishes a standard period with stated exceptions; Motorola describes a configurable model; and the cited Fusus notes do not specify how long ALPR data is retained. For all three, the actual period for a local deployment needs to be confirmed with the responsible agency and its governing policies.

Who can share or search the data?
Flock Safety
Flock says customers control their data, access, sharing, and retention, subject to their agreements and applicable law. That means the platform’s published policies do not alone identify which outside agencies can access a particular customer’s records. The agency’s sharing choices and agreements matter.
Flock’s September 2026 update also describes controls for law-enforcement use: multi-factor authentication is required for all users; searches require case codes; Audit Assistance is required; atypical activity can trigger proactive lockout; and emergency searches receive review. Flock says these new law-enforcement requirements do not apply in the same way to private-sector workflows, although some controls can support review when a private-sector customer chooses to share camera data with law enforcement. These are company-described safeguards, not proof that every workflow is configured or used identically.

Motorola Solutions / Vigilant
Motorola describes agencies as managing sharing and access through VehicleManager/PlateSearch, including data-sharing arrangements with other agencies and business partners. Its product material does not identify a universal network of recipients or prove which partners can search any given department’s records. Ask the agency for its own sharing agreements and access settings rather than inferring them from the vendor’s product description.
Axon Fusus
Axon’s July 2026 Fusus release notes describe a donor-initiated process: one agency invites a specific recipient agency, and that recipient must accept before data is shared. The donor can limit shared reads based on a recipient hotlist or device type, require an offense category for cross-agency searches, and revoke a sharing relationship. Axon also describes audit trails covering internal use, partner use of shared data, sharing relationships, and hotlist changes.

Those controls are documented for Fusus in the cited release notes; they should not be generalized to every Axon product or assumed to be present in every deployment. The notes describe available features, not evidence that a particular agency has enabled them or that a logged search was appropriate.
What does a local deployment show about policy and law?
Oxnard Police Department’s 2024–2025 review illustrates why a vendor comparison cannot answer every access question. The department reported using Flock to collect and share ALPR data. It had used Motorola’s Vigilant platform to collect and store its own data through February 2023, then continued to access Vigilant as an investigative platform after it stopped collecting or storing its own data there. The review said Oxnard verified that no prohibited agencies had access to its data through either reviewed platform and discussed California restrictions on sharing ALPR information with out-of-state and federal entities.

This is a finding about Oxnard’s reviewed systems and California’s legal context, not a nationwide determination about Flock, Vigilant, or other agencies. Who owns the data, whether another agency can search it, and which transfers are permitted depend on the specific configuration, written agreements, agency policy, and applicable law.

- Retention: What is the actual retention period for each data type, who can change it, and what happens when it expires?
- Deletion: Does the policy describe deletion from active systems and any copies, and how does it handle legal holds or other exceptions?
- Sharing: Which agencies or other partners can receive data or search it directly? Can the operating agency restrict recipients or revoke access?
- Search rules: Must users provide a case number, offense category, or other purpose? Are emergency searches handled differently?
- Audits: Are searches and sharing activity logged, who reviews those logs, and what happens when activity is unusual or violates policy?
- Authority: Which contract terms, agency policies, and state or local laws govern collection, retention, and sharing?
Vendor documentation can show what controls a platform says it supports. The agency’s settings, agreements, oversight practices, and legal obligations determine how those controls apply locally. The cited materials do not establish a controlled comparison of crime-solving effectiveness among these vendors.
