Neither fixed nor mobile broadband is automatically cheaper. For a U.S. home, the affordable choice is the lowest total-cost plan available at its address that still meets the household’s needs for speed, data, coverage, and reliability. Compare current offers—including fees and the price after any promotion—rather than relying on a national average or headline rate.
What counts as fixed or mobile broadband?
Fixed broadband is an internet service delivered to a home over a fixed connection, such as fiber, cable, DSL, satellite, or fixed wireless. Fixed wireless home internet uses a wireless network but is sold for service at a particular premises; compare it as a home-internet plan.
Mobile broadband may mean a phone plan’s hotspot feature or a separate mobile service. A phone hotspot is not interchangeable with fixed wireless home internet: hotspot access can require a particular phone-plan tier and may have its own speed restrictions or data allowance. Check its terms separately from a home-internet offer. The FCC discusses these distinctions in its 2024 Communications Marketplace Report.
How to compare the real monthly cost
Start with the actual offers available at your address. The FCC Broadband Facts label is designed to make key plan terms easier to compare, including price, fees, speeds, and data. Use the label and provider’s terms to fill in a side-by-side comparison.

The FCC’s Broadband Facts label guidance explains the label fields. Provider websites may also describe discounts, bundles, and options for using your own compatible modem or router; check whether customer-owned equipment is allowed and whether it actually reduces your costs before buying anything.
To estimate the ongoing monthly cost, use the regular price after a promotion ends and add recurring provider fees. Keep one-time charges, taxes where listed, and any contract or termination costs visible rather than treating them as part of the monthly rate. Do not assume the advertised introductory rate is what you will pay throughout the time you keep the plan.

How to check which plans are available at home
- Enter your location in the FCC National Broadband Map. Its fixed layer reports providers and technologies such as fiber, cable, DSL, satellite, and fixed wireless; its mobile layer shows reported 3G, 4G, and 5G coverage.
- Use the results to make a shortlist, then confirm address eligibility and current plan terms directly with each provider.
- For a mobile option, check reception where you would use the service indoors and verify the plan’s hotspot or home-internet data and speed terms.
- If the map appears to show availability incorrectly, review the FCC’s availability challenge process.
The map is a shortlist tool, not a price or performance guarantee. It shows reported availability and advertised maximum speeds; it does not establish affordability, adoption, or the performance you will actually get at home. Its mobile coverage layer does not show whether service is available indoors. Verify coverage and service with the provider before choosing.
How to decide which offer is more affordable
First rule out plans that do not meet the household’s practical needs. Consider how many people and devices will use the connection, what they do online, and whether the plan’s data terms suit that use. Then compare the remaining plans by their ongoing cost, performance, and reliability—not price alone.

- Choose a fixed plan if an available offer meets your needs and its full cost and terms compare favorably with the mobile options.
- Consider fixed wireless home internet as its own home-service category. Its wireless delivery does not make it the same product as a phone hotspot.
- Consider a phone hotspot only after checking whether your plan allows the required hotspot use and whether its speed and data limits work for the household.
There is no established, address-independent price difference that makes fixed or mobile broadband the winner for every U.S. home. The right comparison is between the specific eligible plans and their terms at your location.

No. The FCC says the Affordable Connectivity Program (ACP) and its monthly broadband discount ended on June 1, 2024. Do not include that discount in a current plan comparison. Ask providers whether another discount is currently available to you; the FCC’s ACP page records the program’s status.
