The order does not stop every activity or decide whether the projects can ultimately be built: planning, measurements and soil surveys may continue while environmental impact assessments are completed.
What did Finland order Google to stop?
On 6 October 2026, LVV ordered Tuike Finland Oy to stop environmentally significant preparatory measures at the Muhos and Kajaani sites immediately and no later than 23 October. The suspension is to remain in place until the projects’ environmental impacts have been assessed. The order is limited to actions that significantly alter the environment; lower-impact planning and survey work can continue. Yle’s report on the order describes the distinction.
This is not a final decision on the projects’ permits or whether construction may proceed. At the time of the order, the assessments were still under way and were expected to be completed later in 2026; the available reporting does not establish a final completion date or outcome. Yle and Helsinki Times reported that the work suspension applies while the assessment process continues.
Why did the authority intervene?
LVV said the sites had already undergone extensive preparation, including tree felling, removal of topsoil, construction of roads and storage areas, and changes to ditches and culverts. Its concern is that such work can itself change the environment and create impacts that the environmental impact assessment (EIA) is meant to identify and evaluate.

Tommi Muilu, head of LVV’s environmental department, said: “Our assessment is that these measures change the environment and cause impacts whose identification and assessment are among the central objectives of the environmental impact assessment procedure.” Yle reported his statement.
What is known about forest clearance?
The Finnish Association for Nature Conservation alleged that more than 300 hectares had been cleared at Muhos while the EIA process remained incomplete, and also raised concerns about work at Kajaani. That figure is an allegation attributed to the association and reported by Helsinki Times, not a final legal finding. The available reporting does not establish a court judgment that the clearance was illegal.

What has Google said?
Google said it understood LVV’s concerns, would examine the authority’s findings and would follow its guidance. The company said it had acted in good faith under Finland’s Forest Act, conducted nature surveys and taken steps to protect areas of environmental value. It also said it planned to plant trees across 130 hectares in Muhos; that is a stated plan, not evidence that planting has been completed. Yle’s coverage reported Google’s response.
Google communications manager for Finland and Norway Sondre Ronander said: “In this case, we did not meet the high standards we set ourselves.” Helsinki Times reported the comment.

The company’s Forest Act position and the EIA question are separate issues. Yle reported that EIA requirements are governed by Finland’s Environmental Impact Assessment Act, not the Forest Act. Compliance with one law does not, by itself, settle whether the EIA process has been followed.
How do the two sites fit into Google’s wider Finland plans?
Google announced on 9 September 2026 that it planned to invest at least €13 billion in Finnish digital infrastructure during 2027–2028. The announced footprint includes Hamina, Kajaani, Muhos and Vaala, with data centers and supporting infrastructure among the planned investments. Google projected an average annual €3.6 billion contribution to Finnish GDP and more than 37,000 jobs nationwide during the initial construction phase in 2027–2028. These are company-announced plans and projections, not completed investment or independently measured economic outcomes. Google’s announcement provides the figures.

In November 2024, the Finnish Government said Metsähallitus had received permission to sell Google four parcels in Muhos and Kajaani, totaling about 1,400 hectares, for more than €27 million. The government release also said the planned use required statutory land-use planning and permit processes. The land transaction did not itself grant all development approvals. The Finnish Government’s release describes the sale and the remaining planning and permit requirements.

The suspension leaves lower-impact planning and surveys possible while the environmental assessments proceed. The available reports say the assessments were expected later in 2026, but do not establish their final conclusions, a later compliance decision, or whether enforcement or court action will follow. The order therefore addresses how preparatory work proceeds during assessment; it does not settle the projects’ ultimate approval or construction schedule.
