F5 did not name a country or group. The disclosure did not establish that customer networks were compromised or that all BIG-IP source code was taken.
What F5 said the attackers accessed
F5 said it learned of the intrusion in August 2025. The actor had maintained long-term access to certain systems, including the BIG-IP product development environment and engineering knowledge-management platforms, and downloaded files from them. F5’s October 15 SEC-filed disclosure described the actor as a highly sophisticated nation-state threat actor.
The exfiltrated files included portions of BIG-IP source code and information about undisclosed vulnerabilities F5 engineers were working to remediate. This describes confirmed files taken from particular systems—not the theft of every BIG-IP source file, nor proof that the vulnerabilities were exploited.
Some files also contained customer configuration or implementation information. In an October 22, 2025, customer Q&A, F5 Chief Information Security Officer Christopher Burger said the customer material identified so far consisted primarily of internal notes about interactions, such as troubleshooting, feature development, and bug-fix requests. F5 said its review was ongoing and that it was contacting affected customers.

What F5 had and had not established
F5 reported that it had found no evidence that the actor modified its software supply chain, source code, or build and release pipelines. F5 said NCC Group and IOActive independently reviewed its supply-chain assessment. It also reported no evidence of access to or modification of NGINX source code or development, F5 Distributed Cloud Services, or Silverline.
Separately, F5 said it had no evidence of access to or exfiltration from its CRM, financial, support case-management, or iHealth systems. These are bounded findings from F5’s investigation, not a guarantee that no other information or system was affected.

F5 said it had no knowledge of undisclosed critical or remote-code-execution vulnerabilities and was not aware of active exploitation of undisclosed F5 vulnerabilities. The available official accounts did not attribute the intrusion to a named country or group.
Why CISA considered the exposure a serious risk
CISA’s October 15, 2025, Emergency Directive 26-01 treated the exposure as an imminent threat to federal networks using affected products. The agency’s concern was that access to source code could help an attacker analyze products for logical flaws or zero-day vulnerabilities and develop targeted exploits.

CISA described possible consequences if such an exploit succeeded: exposure of embedded credentials or API keys, lateral movement, data exfiltration, or persistence in a network. Those were potential outcomes in CISA’s risk assessment, not reported evidence that these activities had occurred in customer environments.
F5’s statements and CISA’s warning address different questions: F5 described what its investigation had found, while CISA assessed what an adversary might be able to do with the stolen material. Source-code access can increase the risk of targeted attacks without itself demonstrating a breach of customer systems.

What BIG-IP operators should do
F5 recommended installing applicable released updates promptly, using its threat-hunting and hardening guidance, and improving visibility through BIG-IP event streaming to a SIEM. Its October 15 statement also pointed customers to hardening checks in the F5 iHealth Diagnostic Tool.
- Identify affected devices and versions. Inventory BIG-IP appliances and determine whether each device is affected, still supported, and covered by an applicable vendor update. Consult current F5 security advisories and support information; the version list published in October 2025 is not a substitute for current, release-specific guidance.
- Patch and harden. Install the update that F5 currently identifies as applicable to each device, then follow F5’s threat-hunting and hardening guidance. Do not infer that a listed release applies to every branch or deployment.
- Restrict management access. F5 said BIG-IP management interfaces should never be exposed to the public internet. Use network segmentation, isolation, and access controls to limit who and what can reach them.
- Improve monitoring. Use BIG-IP event streaming to send relevant telemetry to a SIEM, and apply F5’s threat-hunting guidance to look for suspicious activity.
- Remove unsupported devices from service. CISA’s response guidance emphasized disconnecting and decommissioning end-of-support devices. If a device cannot be retired immediately, operators should treat that as a remediation and replacement issue rather than assuming an update is available.
FedRAMP’s same-day summary of ED 26-01 said covered cloud service providers were to determine whether affected products were inside their authorization boundary. It recorded historical federal response deadlines of October 22, 2025, for immediate actions—including checking public exposure, applying the latest vendor patches, and disconnecting and decommissioning end-of-support devices—and October 24, 2025, for uploading response documentation. Those deadlines have passed; they are not current deadlines for operators outside that directive.

Which BIG-IP versions F5 listed in October 2025
In his October 22, 2025, post, Burger listed these updated BIG-IP versions. This is a dated snapshot, not a statement that these remain the latest or correct releases for every installation.

Check F5’s current security advisories and support channels before choosing a release. Applicability can depend on the product version and branch in use.
What F5 said about its response and the business impact
F5 said it took containment measures, engaged external firms including CrowdStrike and Mandiant, and worked with law enforcement and government partners. On October 22, Burger described uneven controls: “Our top takeaway so far: Our controls were uneven—strong in some places and not in others. We will do better.”
In that same post, F5 reported 24,000 downloads of new releases and more than 200 custom releases provided to customers. These are figures F5 reported at the time, not independently verified measures of how many customers installed an update or remediated their systems.

F5’s fiscal 2025 Form 10-K, filed November 25, 2025, said the incident had not materially affected operations as of the filing. Management anticipated near-term disruption to sales cycles, with demand effects expected to be more pronounced early in fiscal 2026 and to normalize in the second half. It also said operating margins could be affected in the near term and that additional fiscal 2026 incident-response expenses were expected; those expenses were not material as of the filing. These were management’s expectations at that date, not confirmed later outcomes.
