Fallout gives designers more room for strange locations than The Elder Scrolls, according to Bruce Nesmith, a former Bethesda developer credited as lead designer on The Elder Scrolls V: Skyrim. In an interview published October 5, 2026, Nesmith pointed to Fallout’s “science fantasy” and its less restrictive setting as reasons it can support places such as Rivet City, a settlement built around an aircraft carrier in Fallout 3.
Why Nesmith says Fallout allows stranger worlds
Nesmith’s comparison is about creative freedom, not a measured rule about what either series can contain. He sees The Elder Scrolls as more closely bound to established lore and fantasy conventions, while Fallout’s post-apocalyptic science-fiction elements leave more room for unexpected settings.
“I think Fallout has fewer limitations. The world is crazier. You can do more with that science fantasy. The Elder Scrolls is more constrained by its lore and its fantasy settings. The Fallout universe is not as constrained. Everywhere you go is insane. People are building cities in baseball stadiums and on aircraft carriers. You can do comparable things in The Elder Scrolls, but not to the same level,” Nesmith said in the interview.
The distinction is not that one series has world-building and the other does not. It is that, in Nesmith’s view, Fallout more readily makes an improbable place feel at home in its setting, while The Elder Scrolls has stronger expectations tied to its fantasy world.

Rivet City puts that contrast on an aircraft carrier
Rivet City is the clearest example in the interview. The Fallout 3 settlement is built around an aircraft carrier, a premise that turns a recognizable piece of military technology into a place where people live. Nesmith said he designed Rivet City and wanted it to evoke some of the feel of an Elder Scrolls city within Fallout.
“I think the idea of living on an actual aircraft carrier is a very cool little moment. That felt good to me, and I tried to make that city have some of that Elder Scrolls magic compared to other settlements in Fallout. It’s got a lot of people who are living on a schedule, they do move around a bit more…”

That detail connects the unusual setting to how the city feels to explore: its residents follow schedules and move around. The interview presents Rivet City as combining Fallout’s outlandish premise with a more lived-in city experience Nesmith associated with The Elder Scrolls.
What the comparison says about world-building
Nesmith’s remarks suggest three useful ways to compare the series’ approaches:
Rank #3

- What You Get: Anker USB-C Hub (7-in-1), welcome guide, 18-month warranty, and our friendly customer service.
- Room for unusual locations: Fallout can place communities in settings such as baseball stadiums or an aircraft carrier and make their strangeness part of the appeal.
- The weight of established lore: Nesmith sees The Elder Scrolls’ existing lore and fantasy setting as stronger constraints on what feels fitting.
- Surprise versus convention: Fallout’s science-fantasy mix makes unexpected ideas easier to introduce; The Elder Scrolls can still use unusual ideas, but Nesmith says they do not reach the same level.
These are Nesmith’s creative judgments, not an objective ranking of the two franchises or a claim that The Elder Scrolls cannot support inventive settings. His point is that each world invites a different kind of invention.
