Electric roads can transfer power to a moving vehicle, potentially reducing battery size or charging stops. But they require new road infrastructure and compatible vehicles, and pilot projects are not the same as a practical network. The European Commission’s 2025 review says broad use is not expected in the short term. For most drivers today, fixed charging stations remain the practical option.

What is an electric road?

An electric road system (ERS) delivers electricity to a vehicle while it travels over an equipped route. It is a way to charge, not one standard product: systems can transfer power wirelessly, through a conductive road rail, or from overhead wires. Each requires specialized road equipment and compatible vehicle hardware. The International Energy Agency (IEA) describes these approaches in its 2024 charging overview.

Inductive charging beneath the road

Coils embedded in or beneath the roadway create a field that transfers energy to receiving equipment on the vehicle. This avoids exposed electrical contacts, but requires road construction, embedded hardware, and vehicles designed to receive power that way.

Conductive charging through a road rail

A powered strip or rail in the roadway makes physical contact with a collector fitted to the vehicle. It avoids overhead wires but still needs compatible vehicles and electrical equipment installed and maintained at road level.

Overhead wires and a pantograph

In this approach, wires supply power to a vehicle-mounted pantograph, much like the arrangement used by railways and trolley systems. Germany’s A5 eHighway pilot demonstrated a motorway installation; its catenary system was shut down as planned at the end of 2024. Autobahn GmbH describes the project and its outcome.

Why proponents want roads to charge vehicles

Power supplied during a journey could reduce how much energy a vehicle must carry in its battery. If an equipped corridor reliably supplied enough power, some vehicles might use smaller batteries or spend less time stopped to charge. Smaller batteries could also reduce demand for battery materials, while shifting some electricity use to times when vehicles are on the road. These are potential system benefits, not guarantees for every vehicle or route; the IEA notes that road charging also means building more distributed infrastructure. IEA, Global EV Outlook 2024.

The strongest potential case is for high-use, predictable routes—especially corridors used repeatedly by fleets—where road equipment could serve many vehicles over time. For occasional trips and varied routes, fixed chargers can serve vehicles without requiring a continuous or repeated investment in equipped roadways.

Why electric roads are not needed everywhere

They require a coordinated infrastructure buildout

Installing a road system is only part of the job. Electricity supply, grid connections, operation, maintenance, technical standards, and compatible vehicles must also be coordinated. The European Commission’s 2025 review says lengthy planning and construction make it impossible to cover more than a very small part of the EU’s road network exceeding 100,000 km in the short or medium term. European Commission, 2025 review of Regulation (EU) 2023/1804.

Cost figures are project-specific

A 2019 European Commission CORDIS report on the FABRIC project estimated installation at €2–4 million per kilometre and maintenance at 2.5–4 times the cost of maintaining a regular road. Those are estimates from that project analysis—not current market prices, and not a universal cost for every electric-road technology. European Commission CORDIS, FABRIC project reporting.

Fixed charging is a real alternative

Electric roads should be compared with charging stations, not with having no way to charge. In its 2025 outlook, the IEA uses 150 kW and above as the ultra-fast charging category for highway comparisons. Fixed chargers deliver power at selected stops rather than continuously, but they are an established approach for long-distance travel and do not require a vehicle to have an electric-road receiver or pantograph. What has actually been deployed?

Pilot projects have shown that electric-road technology can work in demonstrations. That does not establish that a common system can be built economically across national road networks, that vehicles and roads will interoperate, or that enough traffic will use equipped routes to justify the investment.

The European Commission’s 2025 review reports that pilots in Germany, France, Italy, and Sweden had demonstrated the technology, but says broad use is not expected in the short term. It also reports that Germany had no concrete plans to expand its pilots and that Sweden’s planned procurement programme had been stopped after technology, investment, operation, and maintenance risks were judged too high.

Germany: A5 eHighway pilot ended

Autobahn GmbH says the A5 catenary installation was shut down as planned at the end of 2024. The project demonstrated that planning, construction, and operation on a motorway were technically and operationally feasible under real conditions. It was a completed pilot, not an ongoing public charging service. Autobahn GmbH, E-Highway / ELISA.

Sweden: planned procurement stopped

The IEA’s 2024 outlook described Sweden’s earlier commitment to electrify a highway. The later European Commission review provides the more current status: the planned procurement programme was stopped. A previous commitment should not be read as evidence that a road is now in service.

France: individual proposal status is unclear

The IEA’s 2024 account described a proposed 2 km motorway proof-of-concept southwest of Paris. The European Commission’s later review confirms a broader French pilot landscape, but does not establish the current completion or operating status of that specific proposed segment. Electric roads versus fixed charging

Consideration Electric road system Fixed charging
Where power is delivered Along equipped routes while the vehicle is moving At a stationary charger or charging hub
Vehicle equipment Requires a compatible receiver, rail collector, or pantograph, depending on the system Uses compatible plug-in charging hardware
Road and grid infrastructure Requires equipment along selected road segments, plus power supply, operation, and maintenance Requires chargers at selected sites and suitable power connections
Deployment status in the cited EU assessment Pilots demonstrated the technology; broad short-term use was not expected Used for charging today; the IEA’s 2025 highway comparison includes ultra-fast charging at 150 kW and above
Likely fit Potentially attractive on predictable, heavily used corridors, particularly for fleets More flexible for mixed vehicles and journeys that do not follow equipped corridors
Cost evidence The 2019 FABRIC project analysis estimated €2–4 million per kilometre to install and maintenance at 2.5–4 times regular-road maintenance; these are not universal current prices The cited sources do not provide a directly comparable cost figure

So, do we need electric roads?

They could be useful in specific high-traffic corridors if the benefits of charging in motion—such as smaller batteries or less charging downtime—outweigh the cost and complexity of building and maintaining the system. The evidence establishes that pilots can demonstrate the technology; it does not show that a broad rollout is imminent or necessary for every road.

For drivers choosing how to charge today, fixed charging is the practical comparison: it is available at selected locations, while electric-road coverage remains limited to pilots and proposals in the Commission’s 2025 assessment. Electric roads are best understood as a possible complement for selected routes, not a replacement for the charging network as a whole.
