A guarantee is not a grant cheque: it helps a participating lender manage risk, while the lender decides whether to finance your business and on what terms.
There is no single EU fund open to every Irish company. The right option depends on your project, business size, sector and the rules of the specific call or finance provider.
How grants, loans and guarantees differ

These categories can overlap: an EU-backed financial instrument may support a loan or investment, and a financial instrument can sometimes be combined with a grant. EU backing does not mean a loan is interest-free, approval is guaranteed or participating lenders offer identical conditions.

Direct EU grants for eligible projects
For a direct European Commission call, find the specific opportunity on the Funding & Tenders Portal route described by Your Europe. The call notice—not a general programme summary—sets who can apply, which work and costs qualify, whether partners are required, any co-financing rate and the deadline.

Horizon Europe may suit eligible research and innovation projects. The EIC Accelerator targets innovative companies developing breakthrough, high-potential projects. Neither is a general-purpose grant for routine operating costs. Check the live call for current availability and requirements; a programme overview is not evidence that a suitable call is open today.
EU funding managed through Irish authorities
Some EU money is implemented indirectly or jointly with member states. For these opportunities, the relevant Irish or regional managing authority publishes the application route and rules. Use the country- and programme-specific instructions rather than assuming every application goes through the central EU portal. Your Europe’s grant guidance distinguishes direct and indirect management.

EU-backed loans, guarantees and investment
EU financial instruments can include loans, loan guarantees, equity, venture capital and risk-sharing. The European Investment Bank and European Investment Fund are important EU-level partners, but a business commonly approaches a participating bank or another local intermediary. That provider assesses the application and sets the actual amount, duration, interest rate and fees. Use the Access to Finance portal to identify potential intermediaries, then verify the product directly.
An Ireland-specific lead: Microfinance Ireland
An EU Access to Finance directory record for Microfinance Ireland describes an InvestEU-supported loan/guarantee listing for start-ups and small businesses, with a listed maximum of €25,000. The directory page’s original publication date is not shown, and the listing is not confirmation that the product is currently open or that a business will qualify. Contact Microfinance Ireland to confirm current availability, eligibility, amount and terms before relying on it.

How to check whether your business qualifies
Eligibility is set by the individual call, authority or lender. Before spending time on an application, check:
- Where the business is based and its legal form.
- Whether the scheme accepts start-ups, SMEs, larger companies or a particular applicant type.
- Your sector, proposed activity, project purpose and project stage.
- Eligible costs, application deadlines and any required partners or consortium.
- Whether co-funding is required and what state-aid conditions apply.
- For finance, what accounts, credit assessment, security and repayment capacity the lender requires.
- Whether ownership links or group relationships affect the business’s SME classification.

These are the Commission’s general size definitions, not a guarantee of eligibility for a particular scheme. The Commission notes that group relationships and substantial resources elsewhere in a group can affect SME status; check its eligibility guidance and the call’s own rules.
How to apply for EU funding as an Irish business
- Define the need. Decide whether your project needs non-repayable grant support, repayable working or investment finance, a guarantee-backed loan, equity, or a combination.
- Find the correct route. Search the Funding & Tenders Portal for direct calls; use the Ireland country route on Your Europe for national or regional programmes.
- For finance, identify intermediaries. Use the Access to Finance portal to find potential providers, then ask whether a relevant product is currently available to your type of business.
- Read the actual call or product conditions. Check eligible activities and costs, deadlines, co-financing, partner requirements, reporting duties and, for lending, credit assessment and repayment terms.
- Compare the real terms and prepare evidence. For a grant, assemble the application and supporting documents required by the call. For finance, compare the provider’s quoted amount, duration, interest, fees and any security requirements; EU backing alone does not establish that the offer is affordable or suitable.
What national EU funding figures do—and do not—mean
The European Commission Representation in Ireland reported on 9 June 2026 that Ireland’s Recovery and Resilience Plan would deliver €1.15 billion between 2024 and 2026. That is a national-plan allocation, not a general pot that individual companies can claim directly. The page also said Recovery and Resilience Facility milestones were due by 31 August 2026 and final payments by 31 December 2026; those dates describe the plan’s delivery timetable, not a business grant deadline. The Commission Representation in Ireland also says that more than 200,000 businesses and entrepreneurs are supported each year through business loans, microfinance, guarantees and venture capital, but its page does not state the figure’s year. It describes support through financial instruments, not the number of businesses receiving direct grants. The Commission’s “Doing business in the EU” page also points to Irish business-support networks.
