A credible Ethereum Layer 2 exit plan is one that lets users reach Ethereum even if the operator stops cooperating—not merely one that promises withdrawals under normal conditions. Before moving assets to an L2, check how users can force or prove an exit, whether the state data needed for that exit is available, how long users have to act, and who can change or pause the system. No maturity label by itself proves that a particular network offers a safe, practical exit.
What does a credible exit plan mean?
It means users have a documented route to withdraw to Ethereum when the sequencer or operator is offline, censoring transactions, or unwilling to help. The route should rely on Ethereum-enforced rules and information users can access—not solely on the operator choosing to process a withdrawal.
That is different from an ordinary bridge withdrawal. A bridge may make withdrawals easy while the system is functioning, yet leave users dependent on an operator, a proposer, or an upgrade authority during a failure. The important question is not only “Can I withdraw today?” but “What can I do if the normal path stops working?”
The Ethereum Foundation’s March 23, 2026 guidance offers a useful selection criterion: “L2s working towards trust-minimization should at least reach Stage 1 and pass the ‘walkaway’ test, meaning users can safely exit to L1 even in the presence of malicious operators or security council failure.” This is the Foundation’s recommendation, not a blanket finding that any specific L2 passes.

How can users exit if the operator or sequencer fails?
Look for a forced-transaction, escape, or equivalent mechanism that users can invoke through Ethereum Mainnet contracts without the operator’s permission. Then confirm who can use it, what must be submitted, and how long it takes to have an effect. The label for the mechanism matters less than its actual behavior under the failure you care about.
- Operator failure: If the sequencer stops posting or processing transactions, can another party submit what is needed for a withdrawal?
- Censorship: Can an ordinary user submit a transaction or withdrawal request directly through an L1 contract, or does the escape route still depend on the operator?
- Delay: Is there a forced-transaction delay or other waiting period before the request can be included or acted on?
- Action required: Does the route require a particular contract call, proof, wallet feature, or locally available state information?
Ethereum.org explains that users of ZK-rollups can submit transactions directly to the rollup contract on Mainnet to force an exit without operator permission. That is a general description: the precise call, proof requirements, timing, and guarantee depend on the specific rollup’s contracts and available state data. Do not assume every system described as a ZK-rollup implements the same user-accessible path.
Can users get the state data needed to withdraw?
An exit mechanism is only useful if the information needed to use it is available. Onchain data availability lets independent parties verify the rollup’s state. If users cannot access the relevant state information, they may be unable to check their balances or create a withdrawal that depends on that state, even if an escape mechanism exists in the contracts.

For each network, find where transaction data is published and what a user needs to reconstruct or prove a withdrawal. Verify that the documented exit remains possible if the operator disappears, rather than relying on the operator to provide a balance, proof, or other essential information.
How long might an exit take?
There is no single exit time for every L2 or every failure mode. Check the network’s current bridge documentation and contract rules for forced-transaction delays, withdrawal windows, challenge periods, and any additional time created by governance or upgrades.
Optimistic rollups
Optimistic rollups use a fraud-proof challenge process. Ethereum.org gives a general L2-to-L1 withdrawal challenge period of roughly seven days. Treat that as a broad technical description, not a current withdrawal-time measurement for any particular network: actual settings and bridge mechanics must be checked for that network. A liquidity provider may offer a faster withdrawal in exchange for a fee, but that is an optional service rather than the same protocol-enforced route.

ZK-rollups
ZK-rollups use validity proofs accepted by an L1 contract. The proof system does not, by itself, answer how quickly a particular user can exit if the operator fails. Check the implementation’s forced-exit path, required state data, and any delay before a request can be included or completed.
Upgrades and governance
Find out who can upgrade or pause the rollup and bridge contracts, and whether those powers can delay or block withdrawals. L2BEAT’s methodology discusses bounded forced-transaction delays and how exit windows interact with security-council upgrade arrangements. A nominal exit window is not enough if an authorized upgrade can change the system before users have a practical opportunity to leave.
What if the proposer fails instead of the sequencer?
Sequencer failure, proposer failure, state validation, and data availability are separate questions. A forced transaction may address a non-cooperating sequencer but still leave users dependent on someone submitting the state needed for a withdrawal. Check whether another party can submit that state if the normal proposer stops, or whether the chain can only freeze until the usual proposer returns.

Use the relevant network entry to identify the reported failure modes, then read the underlying technical and bridge documentation to understand what a user can actually do. Dashboard labels are a starting point, not a substitute for checking the mechanism.

Use the same questions for each candidate, and record the answer from its current technical documents and L2BEAT entry. If a document does not establish a detail, treat it as unknown rather than assuming the most favorable case.
- Find the failure route. Identify the L1 contract or other mechanism users rely on if the operator stops cooperating. Confirm whether ordinary users can trigger it.
- Check the required data. Establish where transaction data is published and whether a user can independently obtain the state needed to prove or initiate an exit.
- Map the timing. Write down the forced-sequencing delay, withdrawal or challenge period, and any applicable exit window. Check how an upgrade or governance action could affect the time available.
- Identify control over contracts. Determine who can upgrade or pause the bridge and rollup, what those powers permit, and whether they could interfere with withdrawal before users exit.
- Test proposer failure separately. Find out whether someone other than the normal proposer can submit the state needed for withdrawal, or whether users would be left waiting for the chain to resume.
- Assess what a user must do. Note the required contract calls, proofs, wallet support, and L1 transactions. A theoretical escape route may still be hard to use if the steps or tools are not documented.
- Use maturity ratings as context. Ethereum.org’s explorer considers criteria including stage, TVL, production age, and risk assessment. L2BEAT cautions that stage labels do not reflect project security. Neither is a replacement for examining the exit route itself.
Do not turn this checklist into a universal ranking without current, network-specific evidence. L2 contracts, governance arrangements, and exit windows can change; recheck them when making a decision.

Does a shutdown mean you must rush to be first out?
Not necessarily. A shutdown does not automatically mean every user must race to withdraw immediately, but the answer depends on the system’s rules and the nature of the failure. Ethereum.org’s Plasma overview notes that mass exits can congest Ethereum. That is a reason to understand the exit window and avoid assuming unlimited L1 capacity during a crisis; it is not evidence of a particular future fee or proof that rollup exits work like Plasma exit games.
Before relying on an L2, understand how much time its rules give users to act and what transactions they would need to submit. There is no reliable general estimate here for future mass-exit fees or congestion, so do not treat a normal-day withdrawal cost as a crisis-cost forecast.
