Eli Lilly began construction of its planned $6.5 billion pharmaceutical manufacturing campus at Generation Park in northeast Houston with a groundbreaking on September 21, 2026. The company says the site will make ingredients for Foundayo/orforglipron and other medicines, and is expected to create more than 600 permanent jobs and 4,000 construction jobs.
What Lilly plans to make in Houston
Lilly says the campus will manufacture active pharmaceutical ingredients (APIs)—the components that give medicines their therapeutic effect—for Foundayo/orforglipron, other small-molecule medicines, and advanced therapeutics such as oligonucleotides. Lilly describes Foundayo/orforglipron as its first synthetic oral GLP-1 medicine. These are planned capabilities; the groundbreaking marks the start of construction, not production.
The company describes the project as part of its domestic manufacturing expansion. At the groundbreaking, Lilly chair and CEO David A. Ricks said the investment would help the company make and ship products from Texas to people in the United States and around the world. That statement reflects Lilly’s plans, not an independently assessed projection of the site’s eventual output or regional economic effects. Jobs and workforce training
Projected employment
Lilly expects the completed site to employ more than 600 people in engineering, science, operations, and laboratory roles. It also projects 4,000 construction jobs as the facility is built and brought online. Those are company estimates, not counts of jobs already created. Lilly’s 2025 announcement specified 615 expected permanent jobs; its newer release uses the broader wording “more than 600.” The 2025 announcement gives the earlier figure.

San Jacinto College partnership
Lilly announced $12.5 million in workforce-development support with San Jacinto College. The College describes a planned five-year relationship involving program development, equipment and facilities support, curriculum work, instructor readiness, and recruitment activities. It is intended to build pathways for technicians, operators, maintenance professionals, and other pharmaceutical manufacturing roles.
The College’s Generation Park Center for Biotechnology offers biomanufacturing training and credential options. Its biotechnology program information is a starting point for prospective students; training does not guarantee employment with Lilly. Lilly separately announced a $2.5 million donation to the College foundation for scholarships, distinct from the $12.5 million workforce-development support. San Jacinto College Chancellor Brenda Hellyer described the partnership as a way to align education and industry training; that is the College’s characterization of the initiative. When could the plant open?
Lilly’s September 2025 announcement said the site was expected to be operational within five years. That is a company forecast, not a guaranteed opening date. The Houston Chronicle reported in September 2026 on a proposed 236-acre campus and construction details drawn from state filings, while noting that the schedule is subject to change and that it is unclear whether the described building scope covers the entire development. Treat any more precise construction timeline as tentative. The Chronicle’s report provides that local filing context.

Bristol Myers Squibb (BMS) also announced a separate Generation Park manufacturing campus in August 2026. The companies, investments, manufacturing plans, and projected job figures should not be conflated.

The investment and workforce figures are announcements and estimates from the respective companies and public officials, not independently measured outcomes. The Texas announcement’s $4.89 million Texas Enterprise Fund grant and JETI qualification concern BMS’s project, not Lilly’s.
