Dynamic pricing is the broader practice of changing prices as market conditions change; surge pricing usually means the high-demand case, when demand rises relative to available supply and the price goes up. The terms overlap, though: the UK Competition and Markets Authority (CMA) says dynamic pricing is sometimes called surge pricing, so this is a useful distinction rather than a universally agreed technical definition.
What do dynamic pricing and surge pricing mean?
The CMA describes dynamic pricing as firms adjusting prices rapidly and frequently in response to changing demand conditions. Its definition is not universally agreed, and the authority notes that some sources use “surge pricing” for the same practice. The Australian Competition and Consumer Commission (ACCC) also groups surge and dynamic pricing when discussing high-demand price increases.
For clarity, it helps to use dynamic pricing as the umbrella term and surge pricing for a particular upward price change during high demand. That distinction explains a common pattern, but it is not a settled legal or industry taxonomy. CMA project update; ACCC pricing guidance.
How are the two pricing practices different?

These are practical distinctions, not guarantees about a company’s algorithm. How a particular business uses either label depends on its pricing system and disclosures. The CMA’s overview covers sectors including passenger air and rail travel, ride hailing, hotels and live events, and notes that pricing approaches can differ in automation, update frequency, price limits and manual oversight.

What does dynamic pricing look like in practice?
Ride hailing: a typical surge example
If many people request rides while few drivers are available, a ride-hailing fare may rise. This is the familiar high-demand case commonly called surge pricing. A higher price may also encourage more drivers to become available, but whether that response occurs depends on the market and timing. The ACCC’s pricing guidance uses ride-share fares as an example of prices increasing when demand is high and too few drivers are available.
Flights and hotels: prices can change without a brief surge
Airfares and hotel rates may shift as bookings accumulate, seats or rooms become scarce, or the service date approaches. Those changes fit the broader idea of dynamic pricing even if there is no sudden burst of demand. In air travel, pricing may also form part of revenue management that considers competitors’ prices. The CMA’s project update identifies booking levels, remaining capacity and time until purchase among relevant factors.

Live events: not every ticket change is dynamic pricing
The CMA says dynamic pricing is increasingly used in the live-events sector, but a changing ticket price alone does not establish that a dynamically responsive algorithm caused the change. Changes in seat categories or resale-market prices should not automatically be treated as the same practice.
Can dynamic pricing make prices go down?
Yes. Dynamic pricing can move in either direction as market conditions change. A business might offer lower prices at a less popular time or when capacity is available; a flexible customer may be able to choose that cheaper option. Surge pricing, by contrast, describes the upward high-demand case in the practical distinction used here.

That flexibility can help businesses use capacity more efficiently. Where higher prices encourage additional supply, such as more drivers entering a ride-hailing market, availability may improve. These are possible effects, not guaranteed outcomes; they depend on competition, how prices are set and whether supply can respond.
What are the trade-offs for customers?
A customer who can choose when to travel or book may have more opportunity to avoid a high price than someone who must buy at short notice. The CMA identifies potential concerns when people do not understand why a price changes, feel pressured to decide quickly, or vulnerable groups are systematically disadvantaged. It also flags possible competition concerns if pricing practices are used to obtain or maintain market power or hinder entry.

When comparing two businesses, look beyond whether they call a price change “dynamic” or “surge.” Ask:
- Trigger: Is the change linked to demand, constrained supply, booking time, capacity, competitor prices or another disclosed factor?
- Direction and limits: Can the price fall as well as rise? Are increases subject to caps or oversight?
- Timing: How often does the price update, and can it change after it is shown to a customer?
- Supply response: Can a higher price bring more capacity into the market, or is supply fixed in the short term?
- Purchase certainty: Does the customer know the final price before paying, and is that price held through checkout?
- Market effects: Is there effective competition, and do customers with little flexibility bear a disproportionate cost?
What should businesses disclose, and do the rules vary?
Expectations depend on jurisdiction. The CMA’s UK business guidance recommends explaining how a pricing approach works, making clear when prices can change rather than being fixed, showing the price the customer will pay at the appropriate point, and not changing it while the customer is paying. In the United States, the Federal Trade Commission’s FAQ says businesses may use dynamic pricing based on demand or inventory as long as pricing information is not misleading. Read the FTC’s FAQ on the Rule on Unfair or Deceptive Fees. In Australia, the ACCC says surge or dynamic pricing is not illegal in itself, but businesses must clearly state the price consumers will pay and avoid false or misleading price claims.
