No. IP geolocation estimates where an IP address or network is associated with; it does not, by itself, reveal who is using it or prove that person’s home address. A location result may be inaccurate or may point to a VPN, proxy, or network gateway. Connecting an IP address to a person is a separate question that can involve additional records and legal process.

What an IP geolocation result tells you

An IP geolocation service matches an address or address range to geographic information. The result can be useful for approximate localization, content settings, analytics, or fraud review, but it describes an association with a network—not verified information about the human behind a connection.

MaxMind says its GeoIP data is not precise enough to identify a particular household, individual, or street address. Its [geolocation accuracy guidance](https://support.maxmind.com/hc/en-us/articles/4407630607131-Geolocation-Accuracy) also explains that coordinates may come with an accuracy radius: treat that as an estimated area around a point, not as a pin showing where a person is standing. The actual user should not be assumed to be at the point’s center.

How accurate is IP geolocation?

Accuracy depends on the level of detail requested, the provider, the country, and the type and routing of the network. The figures below are MaxMind’s own product estimates; they are not guarantees for every IP address or geolocation service. The cited provider pages do not state a publication year for these estimates.

For a location result, check what level is being reported and whether the service provides an accuracy radius or confidence information. MaxMind’s [accuracy explainer](https://www.maxmind.com/en/geoip2-city-accuracy) describes these tiered estimates and uncertainty. A coordinate shown with several decimal places is not necessarily precise: display formatting does not remove the uncertainty in the underlying data.

Why an IP address can show the wrong city

VPNs and proxies show the intermediary’s network

When traffic passes through a VPN or proxy, a website generally sees the intermediary’s public IP address. Geolocation may therefore show where that host is located rather than where the user is. MaxMind describes this limitation in its [proxy and anonymous IP guidance](https://www.maxmind.com/en/geoip-anonymous-ip-database).

Mobile and shared networks cover more than one place

Mobile operators and other shared infrastructure can route traffic for users across a broad area. An address can represent many users, and its mapped location may not correspond closely to any one user’s current position. The displayed place may be a useful network signal without being reliable evidence of an individual’s whereabouts.

Address allocations and routing change

IP ranges can be reassigned, and network routing does not always align with a user’s physical location. A database may lag behind a change or associate an address with a provider’s network point. For downloadable MaxMind databases, the provider advises installing updates as they are released; its web-service customers receive current data. Does an IP address identify the person using it?

Not by itself. A geolocation lookup does not return proof of a subscriber’s identity, and a city estimate does not establish that a particular person lives there or was physically present there. Identifying a person may require other information—such as records held by an internet service provider—and a way to obtain and connect those records.

The legal distinction is illustrated by the Court of Justice of the European Union’s 2016 judgment in Patrick Breyer v Bundesrepublik Deutschland, Case C-582/14. The Court held, in the case’s data-protection context, that a dynamic IP address recorded by a website operator could be personal data for that operator when legal means made it possible to identify the user using additional information held by the ISP. The ruling does not say that an ordinary website lookup reveals a subscriber’s name, and it does not settle the law in every jurisdiction.

How to interpret a location lookup responsibly

  • Describe a result as an estimate associated with an IP address or network, not a person’s confirmed location.
  • Check the reported granularity and any stated accuracy radius or confidence information.
  • Consider whether a VPN, proxy, mobile carrier, shared network, or routing point could explain the result.
  • Do not infer a home address, identity, or physical presence from a city or map coordinate alone.
  • If identity matters, treat geolocation and identity resolution as separate matters; the latter may depend on additional records, applicable law, and an authorized process.

How to compare IP geolocation services

A meaningful comparison uses the same sample of IP addresses and the same target level—for example, city against city—rather than comparing one provider’s country accuracy with another’s city accuracy. Consider these criteria:

  • Granularity: Does the service return country, state or province, city, postal region, or only a broader area?
  • Uncertainty: Does it provide an accuracy radius or confidence information, and does the software using the data preserve that uncertainty?
  • Network types: How does it handle mobile, business, VPN, proxy, hosting, and shared addresses?
  • Updates: How frequently is its data maintained, and how are updates delivered?
  • Permitted use: Review the provider’s terms and applicable law. MaxMind’s license prohibits using its IP geolocation data to attempt to identify a particular household, individual, or street address.

The available provider documentation and legal judgment do not establish a controlled, head-to-head comparison, so they are not enough to rank geolocation services.
