No—not by itself. Resizing a 1920×1080 video to 480×270 cuts each frame to one-sixteenth as many pixels, so it cannot preserve all the source’s fine detail. Scaling can suit a particular playback or data-use goal, but it does not automatically make the picture look better or protect its quality. The scaling filter, aspect-ratio handling, and any re-encoding also matter.
What changes when you resize 1080p to 480×270?
A 1920×1080 frame contains 2,073,600 pixels. A 480×270 frame contains 129,600: each output dimension is one quarter of the original, leaving one-sixteenth the pixels per frame. A scaler resamples the image to fit those smaller dimensions; it cannot carry every spatial detail from the larger frame into the smaller one. FFmpeg documents scaling as a resampling operation and offers several scaling algorithms in its scaler documentation.
The result may still look acceptable at a small display size or under a particular viewing condition, but that is not the same as retaining the original detail. Whether the change seems to protect quality is a subjective comparison that depends on the source video, viewing device, and encoding workflow. The available documentation does not establish a measured quality advantage for this exact conversion.
Resizing is not the same as re-encoding
Resizing changes frame dimensions. Transcoding decodes and re-encodes the stream, and the re-encoding step can add loss because encoding is generally lossy. FFmpeg explains this distinction in its transcoding documentation. If a resized file looks worse, the cause may include both the reduced resolution and losses from the new encode; those effects should not be treated as one thing.

Lower dimensions alone do not establish the output file size, bitrate, or perceived quality. Those outcomes depend on encoding choices and the video itself, and require measurement rather than assumption.
Choose a scaling filter for the footage and workflow
FFmpeg lists options including bilinear, bicubic, and Lanczos scaling. The filter affects how the smaller image is sampled and can change the appearance of edges and fine patterns. FFmpeg characterizes bilinear as fast but low quality in its scaling filter documentation, and notes that downscaling involves aliasing tradeoffs. That does not make another filter universally best: the useful choice depends on the footage and the artifacts you find objectionable.

For a meaningful comparison, use the same source and encoding settings, change only the scaling filter, and inspect the results at the size and on the display where the video will actually be watched.
Keep the displayed shape correct
Pixel dimensions and displayed aspect ratio are related, but not identical. During scaling, sample-aspect-ratio information can affect how the frame is displayed. FFmpeg’s aspect-ratio FAQ says scaling adjusts sample aspect ratio to keep display aspect ratio constant and advises checking whether unwanted stretching comes from the image or its aspect-ratio information. If people or objects look unnaturally wide or narrow after conversion, check the aspect-ratio metadata as well as the frame dimensions.

How to judge whether the conversion worked
Assess the output against the purpose of the conversion, rather than assuming fewer pixels protect quality. Compare the original and converted video using the same playback conditions, and check these factors:

- Dimensions and shape: confirm the output is 480×270 and displays without stretching.
- Scaling artifacts: look for unwanted softness, jagged edges, or aliasing in detailed patterns.
- Encoding: account for any quality loss from re-encoding, separately from the resize.
- Practical result: measure the output file and judge visual quality on the intended display; neither a smaller file nor a quality improvement is guaranteed by the resolution change alone.
