No—not by itself. Carbon capture can remove much of the CO₂ released at a cement plant, including emissions from limestone, but “carbon-neutral” depends on what emissions are counted, what remains uncaptured, and whether the captured CO₂ is permanently stored or later released. Announced projects and modeled targets show what the industry aims to do; they do not prove that a particular cement product is already carbon-neutral.
Why cement produces emissions that fuel switching cannot eliminate
Cement is made using clinker, produced by heating limestone. During calcination, limestone releases CO₂ as part of the chemical reaction. This process emission is separate from the emissions caused by kiln fuel and energy. Switching to lower-emissions fuels or electricity can reduce the latter, but it does not remove the CO₂ released by the raw material.
The International Energy Agency (IEA) identifies material and energy efficiency, low-emissions fuels, alternative raw materials, and carbon capture, utilisation and storage (CCUS) as measures needed to reduce cement emissions. Capture can address process emissions as well as emissions from combustion, but it is one part of a wider effort. IEA: Cement – Analysis (2023)
What “carbon-neutral cement” would need to establish
A neutrality claim is only meaningful with a clear accounting boundary. It should identify whether it covers the plant, the cement product, or a broader value chain; whether it includes direct, energy-related, and upstream emissions; the gases and accounting period covered; and how residual emissions are treated.

It also needs to distinguish emissions avoided at source from CO₂ that has been captured. Capture, transport, utilisation, and storage are separate steps. A claim about captured CO₂ does not, on its own, show that all relevant emissions have been eliminated or balanced. The project sources discussed below do not establish an independently audited lifecycle assessment demonstrating neutrality for a named cement product.
Why the destination of captured CO₂ matters
- Geological storage: CO₂ transported and stored in a suitable geological formation is intended to remain out of the atmosphere over the long term. A project claim still needs to establish the route, storage arrangements, and accounting for remaining emissions.
- Utilisation: CO₂ can be used in products or fuels, but use is not automatically permanent storage. If the carbon is released later—for example, when a fuel is used—the climate outcome differs from durable geological storage.
Holcim says its Carbon2Business project in Lägerdorf, Germany, may use purified CO₂ to make e-methanol or as a raw material for products such as plastics. The company’s project page does not establish the lifecycle permanence of those uses. Holcim: Carbon2Business CCUS project

What the IEA pathway and current project pipeline indicate
Scenario figures describe a modeled pathway, not observed production or a forecast. In its 2023 net-zero pathway, the IEA gives cement-sector CO₂ capture milestones of 170 million tonnes in 2030 and 1,310 million tonnes in 2050. The same pathway includes cement production of 4,260 million tonnes in 2030 and 3,930 million tonnes in 2050, and clinker-to-cement ratios of 0.65 and 0.57, respectively. The IEA’s 2025 Breakthrough Agenda Report says global cement direct emissions intensity had remained unchanged in recent years, while total CO₂ emissions were higher than in 2015. It assesses about 35 million tonnes of announced near-zero cement capacity for 2030—a 30% increase from the preceding year’s assessed pipeline—but says this remains below the pace of its net-zero pathway. That capacity is a project-pipeline figure, not proof of operating output. The report also estimates that early commercial near-zero cement plants using CCS could have production costs 75–150% above conventional plants, varying by region; this is not a universal retail-price premium. What two announced cement projects say—and do not prove
GO4ZERO at Obourg, Belgium
Holcim says GO4ZERO will install an air-oxyfuel switchable kiln at its Obourg plant, capture and purify CO₂, move it through a network to an export hub, and ship it for storage under the North Sea. The company’s stated targets are operation in 2029 and storage of around 1.1 million tonnes of CO₂ per year. These are announced targets, not evidence that the facility is operating or that cement from it has verified product-level neutrality. Holcim: GO4ZERO CCUS project

Carbon2Business at Lägerdorf, Germany
Holcim says Carbon2Business aims to capture more than 1.2 million tonnes of CO₂ annually and describes production at Lägerdorf as entirely net-zero from 2029. Those are company statements about project plans. The project page does not establish that the plant is operating, that the target has been achieved, or that every proposed utilisation route permanently retains the CO₂. - Boundary: Is the claim plant-only, product-level, or lifecycle, and which direct, energy, and upstream emissions are included?
- Capture and residuals: Which emissions sources are captured, what share is captured, and what emissions remain?
- CO₂ destination: Is the captured stream destined for geological storage, a use that may retain carbon temporarily, or a route that has not been specified?
- Evidence status: Is the claim based on measured operating performance and independently verified product data, or on a project announcement, design capacity, or modeled pathway?
- Deployment and cost: What is the project’s maturity, are transport and storage infrastructure available, what is the target date, and what regional production-cost estimate applies?
Without consistent boundaries and independently verified product-level lifecycle data, a plant’s capture target or a producer’s net-zero ambition cannot be treated as proof that its cement is carbon-neutral. Holcim describes a broader CCUS value chain on its carbon capture, utilisation and storage page; the key question for a specific cement claim remains what emissions are counted and what happens to the captured CO₂.
