A report indexed online attributes a figure of 73% to Dublin City Council data, saying that Irish citizens received that share of social homes in Dublin. But the underlying council data could not be verified, and the report extract does not identify the period, denominator or meaning of “Irish.” Treat the number as an unverified claim—not a confirmed measure of who receives social housing.
What the 73% figure claims—and what is missing
The claim appears in an indexed report by Irlandia24, which describes 73% of social homes in Dublin as going to Irish citizens. The article itself and the council table behind the claim were not accessible, so the statistic cannot be checked against a primary source: Irlandia24.
Key details needed to interpret the figure are unavailable: its date range, the number and type of allocations counted, the geographic boundary, and whether the count concerns people, households or tenancies. The source’s exact definition of “Irish” is also not established. Citizenship, nationality, country of birth and ethnicity are distinct measures; they should not be treated as interchangeable.

Why the figure does not establish an eligibility rule
Irish legislation provides for local authorities to adopt allocation schemes that set the order or priority for allocating dwellings. That legal framework does not, by itself, establish the demographic makeup of allocations in a particular period or show that citizenship determined who received a home. The statutory text is available at Irish Statute Book, Housing Act 1988, section 22.

Two other sources do not verify this Dublin allocation claim
Housing Agency applicant and recipient research
The Housing Agency lists a 2025 report on the demographic and socio-economic profile of social-housing applicants and HAP recipients. Its listing establishes that this research exists, but the accessible material does not provide the claimed Dublin allocation figure or a comparable result. See the Housing Agency publications.
Census 2022 housing context
The CSO’s Census 2022 Dublin housing press statement provides broader housing context, but the indexed passage does not give the nationality of people allocated social housing. It is not confirmation of the 73% claim: CSO, Census of Population 2022: Housing Dublin.
A separate 73% figure refers to housing supply, not recipients
An Irish Times article published on 8 June 2023 reported that the private sector delivered 73% of new-build social housing units in 2022. That figure describes the source of housing supply, not the nationality of people receiving homes. The two figures are coincidentally the same percentage but measure different things: The Irish Times, 8 June 2023.

What would be needed to verify the claim
A primary Dublin City Council table or release would need to show what was counted and how categories were defined. To assess the claim accurately, check:

- Lonely Planet Dublin City Map
- CARDS
- Whether the data cover Dublin City Council alone or a wider Dublin area.
- The allocation period and whether it includes all allocations or only a particular scheme or housing stock.
- Whether the denominator counts people, households, tenancies or homes.
- Whether “Irish” means citizenship, nationality, birthplace or another recorded category.
- How unknown, joint or multiple-nationality records are handled.
Any comparison with the population at large would also need matching geography, dates and definitions. Applicant or waiting-list data should not be compared as though they were completed allocations, and the nationality of new recipients should not be treated as the nationality of all social-housing tenants.
