No. You can start FINAL FANTASY VII REBIRTH without playing FINAL FANTASY VII REMAKE or REMAKE INTERGRADE first. Square Enix says Rebirth can be understood on its own and includes an in-game recap video for players who want a refresher. Playing Remake first is optional if you want to experience the preceding story in full.
What Square Enix says about starting with Rebirth
Square Enix’s official Rebirth FAQ says you do not need to play Remake or Remake Intergrade to understand Rebirth. The FAQ also says the in-game menu offers a story recap video of Remake for people interested in learning more about the story so far.
The recap gives you a way to catch up, but Square Enix does not promise that it covers every detail. If you are comfortable beginning with a recap rather than playing the earlier game, you can move directly to Rebirth.
Choose the route that fits how much context you want

Save data and bonuses are not prerequisites
Playing Remake is not required to start Rebirth, and its save file does not transfer into Rebirth, according to PlayStation’s Rebirth page. Separately, Square Enix describes optional save-data bonuses for eligible prior-game save files in its Rebirth blog post. Those rewards are bonuses, not a carried-over character build or a condition for playing.
