No. YouTube’s live-stream ad guidance does not specify a minimum number of seconds or minutes a viewer must watch for a creator to earn from a live ad. Whether a stream can earn depends on the channel’s eligibility and monetization settings, and YouTube does not guarantee that every ad slot will show an ad.
Viewer watch time and creator eligibility are different
A viewer does not have to meet a stated watch-time threshold for the creator to earn from an ad served during a livestream. That is separate from whether the channel is eligible to earn in the first place.

YouTube says creators must meet the applicable YouTube Partner Program requirements and accept the Watch Page Monetization Module to earn ad and YouTube Premium revenue from eligible long-form and live-streaming videos watched on YouTube or embedded in the YouTube player. Requirements can vary by feature and change over time, so check the current YouTube Partner Program overview and eligibility and your channel’s status in YouTube Studio.

The YPP page’s qualified public watch-hour rules are channel eligibility accounting, not a per-viewer minimum for earning from an ad on a monetized livestream. For example, YouTube says livestreams that are unlisted, deleted, or not converted to VOD do not count toward the cited qualified-watch-hour threshold.

What happens when livestream ads are enabled
YouTube says that when monetization is turned on for an eligible livestream, pre-roll and display ads are automatically on. Creators can also use mid-roll ads during the stream, either automatically or manually through Live Control Room.
An enabled ad slot is only an opportunity for an ad to run: YouTube states, “Ad slots are not guaranteed to serve ads.” The platform decides whether to fill a slot, taking account of viewer experience, creator earnings, and advertiser values. So an ad break does not mean every viewer saw an ad or that every slot generated revenue.

If YouTube does not serve an ad to a viewer, that viewer continues watching the stream. If an ad does run, the viewer returns to the livestream after the ad ends or they skip it, as described in YouTube’s tips on how ads work on live streams.
Automatic and manual mid-rolls
Automatic mid-rolls
Automatic mid-rolls can appear at natural breakpoints. YouTube lets creators choose a low, medium, or high ad frequency. Its guidance also describes features intended to reduce interruptions: automatic mode can limit disruption for channel members, temporarily pause mid-rolls for viewers who send gifts or Super Chats and Stickers, and snooze mid-rolls for everyone during high-engagement moments. These controls affect ad timing and delivery, not a viewer’s minimum watch time.

YouTube reports that channels using automatic live mid-rolls saw an average uplift of over 20% in in-stream ad revenue per hour compared with channels that did not enable them, averaged across 207 countries in January 2024. This is YouTube’s reported group comparison for that period, not a guaranteed outcome for an individual channel.
Manual mid-rolls
Creators can insert manual mid-rolls using Live Control Room. YouTube also names Elgato’s Stream Deck through a YouTube plugin as an optional way to insert ads. A control surface is not required for monetization, and inserting an ad slot does not guarantee an ad will serve.
