NPCI explicitly says customers and PPI holders do not pay charges for UPI transactions funded through a prepaid payment instrument (PPI). That statement does not establish the terms for every funding source or provider, so check your bank, app, or funding provider if a fee appears.
A refund for returned goods is handled by the merchant; a reversal for a failed payment follows separate rules. The Reserve Bank of India (RBI) sets specific reversal deadlines for two UPI failure scenarios.
What UPI fees can a customer expect?
NPCI states: “There are no charges to be paid by the customer/ PPI holder for UPI transactions.” This explicit answer applies to UPI transactions funded through a PPI. NPCI’s statement should not be read as a guarantee that every funding source, account, or provider arrangement has identical terms. If a charge appears, review the transaction details and ask your bank, app, or funding provider what it covers.
A charge to a customer is also different from pricing between merchants and payment providers. The sources cited here do not establish a current merchant-side pricing schedule.

Is a purchase refund the same as a failed-payment reversal?

The RBI deadlines are for the specified failed-transaction cases, not for an ordinary purchase that is later returned. NPCI describes the merchant refund process in its UPI FAQ. The reversal deadlines and compensation are in the RBI’s September 20, 2019 circular on turnaround times and compensation for failed transactions.
What should you do if a UPI payment is pending or failed?
A pending status is not automatically the same as a completed purchase that you later return. Check the transaction status in your UPI app and whether the intended recipient or merchant received the money or confirmation. If your account was debited, keep the transaction reference so support can identify the payment.

- Open the transaction in your UPI app. Review its status and transaction details.
- Use UPI HELP if it is available in transaction history. NPCI’s instructions are to select the transaction, choose UPI HELP, select the reason, and confirm. See NPCI’s UPI HELP guidance.
- Contact your bank if a failed debit has not been refunded within one hour. This is NPCI’s practical support advice in its FAQ; it is separate from the RBI’s formal T+1 and T+5 deadlines for the specified failure types.
- For a purchase return, contact the merchant. NPCI describes the merchant as asking its bank to issue the refund; the FAQ does not set a universal refund window.
Where can you escalate an unresolved UPI complaint?
Start with the app or bank handling the transaction. NPCI’s complaint portal lets users register a complaint and says it routes complaints to the relevant member for action; the member bank or institution is responsible for resolving them. NPCI advises reporting fraudulent or unidentified transactions to your bank.
You can use NPCI’s complaint registration page for the complaint route and status information. For PPIs, RBI’s Master Directions on Prepaid Payment Instruments state that refunds for failed, returned, rejected, or cancelled transactions are applied back to the PPI when the original payment came from that PPI; a refund for a transaction funded through another payment instrument is not credited to the PPI.
