For VR tracking, no: Valve says the Steam Frame headset tracks Steam Frame Controllers. Valve also lists familiar controls for non-VR games, but its product page does not confirm that the controllers can pair with or work as a regular gamepad without the headset.
What works without the headset—and what is not established

So the answer depends on what “work” means: headset-based tracking is confirmed, and non-VR controls are part of the design; independent, headset-free operation is not documented. Valve’s SteamVR listing describes VR play in the context of supported headsets and controllers, but does not establish how Steam Frame Controllers pair or behave without their headset.
Can you use them as a regular controller?
The listed D-pad, ABXY buttons, thumbsticks, triggers, and bumpers resemble the controls used for conventional games. That makes the controllers relevant to non-VR play, but having those inputs is not the same as confirming standard gamepad compatibility. Valve’s product page does not say whether the controllers pair directly with a PC or another device, or whether they function when the Steam Frame headset is absent.
If headset-free use is essential to your decision, treat compatibility as unconfirmed unless Valve publishes explicit pairing and operating requirements. Do not infer standalone support from the non-VR input description.

What Valve confirms about their VR role
Valve says the headset tracks Steam Frame Controllers in space and that the controllers have the inputs needed for VR games. The company also says they support the SteamVR catalog. These statements describe their role in the Steam Frame VR system; they do not confirm that the controllers can replace a headset or work independently.
What to verify before buying
- Whether Valve explicitly supports pairing the controllers without a Steam Frame headset.
- Which devices they can connect to, if any, when the headset is absent.
- Whether the particular non-VR game accepts the controllers and their inputs.
Valve’s product page names Steam Frame-compatible prescription inserts from Zenni and a compatible camera from Arcturus Vision, but those accessories do not clarify controller pairing or standalone use.
