Small hydropower plants can be associated with changes to stream habitat and fish populations, but the evidence does not show that construction itself always reduces trout. A study of 16 plants in Catalonia found lower relative brown trout abundance in impacted stream reaches; a separate UK review detected limited effects on fish communities but cautioned that its small sample could miss subtle changes. The likely risks depend on a scheme’s design, its effects on river flow and habitat, and the site’s ecological conditions.

What did the Catalonia study find?

Benejam and colleagues examined fish and habitat at control and impacted reaches associated with 16 small hydropower plants in the upper Ter River basin in Catalonia, Spain. The study reported fewer fish refuges and poorer habitat quality in impacted reaches, which were also shallower and had more pools but fewer riffles and macrophytes. Brown trout (Salmo trutta) made up a lower relative share of the fish in those reaches. The study also found species-specific differences: Pyrenean minnow had a lower relative abundance, while stone loach and Mediterranean barbel were more prevalent. Read the study summary.

These are comparisons between particular reaches, not a population-wide estimate of trout decline. The study is observational, so it does not establish that every plant caused the differences, nor does it isolate construction activity from the effects of operating a scheme and diverting water. Its authors also noted that their study may underestimate impacts.

Does other evidence point to the same level of risk?

Not necessarily. A 2016 UK Environment Agency summary of run-of-river hydropower schemes described detected impacts on fish communities as limited. It also warned that the small number of samples might not reveal subtle changes. That finding is a useful counterpoint, but it does not cancel the Catalonia result: the sources cover different places and study designs. Read the Environment Agency summary.

There is no population-wide percentage decline in trout attributable to small hydropower construction established by these sources. A project’s effect needs to be assessed in the context of the affected river and the scheme’s actual design.

How can a hydropower scheme affect trout habitat?

The main distinction is between construction disturbance and the conditions created by the completed scheme. The trout-specific study found habitat and fish differences associated with impacted reaches and water diversion; it did not measure construction-phase effects separately.

Flow and wetted habitat

Diverting water can change flow in a bypassed reach and alter the area or character of habitat available to fish. The Environment Agency warns that “Fish and other aquatic ecology can be very sensitive to changes in river flows.” How much habitat changes depends on the river’s flow conditions and the scheme’s design. Habitat and sediment

Changes to the channel, water depth, substrate, or sediment movement can affect habitat quality and refuges. The Catalonia study documented differences in refuges, habitat quality, depth, pools, riffles, and macrophytes. Those observations should not be treated as proof that every listed feature changed at every plant.

Barriers, passage, and intake entrainment

A weir or other structure can interfere with fish movement if passage is inadequate. Fish may also be drawn toward or into an intake; screens are one issue considered in hydropower assessment. The Agency’s screen study concerns protection of salmon smolts and silver eel, so its stated scope alone does not establish how effective screens are for trout. Read about the fish-screen study.

Can several schemes add up to a larger impact?

Potentially. The Environment Agency says multiple schemes may increase effects on fish migration and populations. However, it notes that much of the literature it reviewed concerned overseas sites larger than those typical in England, so the summary does not quantify a cumulative decline in trout for English rivers. “Small” describes a scheme’s scale, not a guarantee that its ecological effects will also be small. A Norwegian study description notes that land footprint and potential in-stream effects vary with plant size and design: smaller micro plants may need less infrastructure and may lack dams, while flow disturbance and barriers can remain concerns. What should an assessment examine?

Project comparisons are most useful when they look at conditions that determine how a scheme interacts with a particular river. Relevant considerations include:

  • How much flow is diverted and what flow remains in the bypassed reach.
  • Whether the project adds or changes a weir or another barrier.
  • Fish-passage provisions and intake-screen design.
  • Habitat and sediment conditions upstream, in bypassed reaches, and downstream.
  • The number and spacing of other schemes in the catchment.
  • How long and how thoroughly fish and habitat are monitored.

These are assessment dimensions, not evidence that every project has been tested against all of them. In England, Environment Agency guidance discusses possible abstraction and impoundment licences, fish-pass approval, and permits for work in or near a watercourse. It directs applicants in Wales to Natural Resources Wales, and those procedures should not be treated as universal outside their jurisdictions. So, does construction threaten trout populations?

Small hydropower schemes can pose ecological risks, and one study found lower relative brown trout abundance in impacted reaches associated with 16 plants. But the evidence does not establish a universal effect or show that construction alone caused the trout differences. Whether a particular project threatens trout depends on its effects on flow, habitat, fish movement, and the wider catchment—factors that call for site-specific assessment and monitoring.
