Usually, a GST registration is tied to a state or union territory, not to all of India. A small e-commerce seller may use one GSTIN for business liable to register in one state, but may need a separate registration in every other state where liability arises. Whether registration is required at all depends on factors including the seller’s locations, goods or services, interstate supplies, turnover, and sales channel.
Is one GSTIN valid across India?
Not as a single registration covering every state. The CGST Act states: “A person seeking registration under this Act shall be granted a single registration in a State or Union territory.” Read the CGST Act text hosted by CBIC.
If a business is liable to register in more than one state or union territory, it generally must apply separately in each. A branch or other business location in another state is not automatically covered by the first state’s GSTIN. The practical starting point is to identify each location from which the business operates or may otherwise become liable to register.
Does selling online make GST registration compulsory?
There is no safe one-line answer for every marketplace seller. CBIC’s general FAQ links compulsory registration for suppliers using an e-commerce operator to whether that operator is required to collect tax at source, and it discusses an exception for specified services. See CBIC’s sectoral FAQ.

Goods and services do not necessarily follow the same exception rules. The detailed current exemption conditions for certain below-threshold goods sellers using an e-commerce operator are not established by the general FAQ alone. A goods seller should verify the applicable notification and its conditions before relying on a turnover-based exemption; do not assume that being a small seller automatically removes the registration requirement.
Can a small seller make interstate sales without registering?
Interstate taxable supplies are a general compulsory-registration trigger, even where turnover is modest. However, the rule is subject to exemptions and later notifications, so it is not prudent to treat every interstate sale as having the same outcome. When might a seller need more than one registration?
Consider the state or union territory of each business location, where goods are supplied from, and whether the seller’s taxable supplies are intrastate or interstate. A business liable to register in multiple states generally needs a state-specific registration in each relevant state. The right answer can differ between two sellers whose marketplace, locations, supply type, or applicable notification differs.
More than one business activity or online storefront in the same state does not by itself mean a separate GSTIN is required for each. Separate registration for qualifying distinct business verticals may be available, but only if statutory and rule conditions are met. How to check your situation before applying
- List locations: Note each state or union territory where the business has a place of business or may otherwise be liable to register.
- Classify supplies: Establish whether you sell goods, services, or both; do not apply an exception for service suppliers to goods sales.
- Map sales: Distinguish intrastate from interstate taxable supplies and note where goods are dispatched from.
- Record sales channels: Separate direct sales from marketplace transactions and check the operator’s relevant tax-collection role.
- Verify current rules: Review applicable exemptions and notifications, especially before relying on an e-commerce exception for below-threshold goods sales.
- Apply through the official portal if registration is required: The GST Portal workflow requests PAN, mobile number, email, and state or union territory details. Start at the GST Portal; the application rules are set out in the CGST Rules.
Where the facts involve several states, marketplace sales, or a claimed exemption, a GST practitioner can help assess the applicable conditions. The decision should be based on the seller’s actual locations and supplies, not simply on the size of the business.
