For typical, low-level exposure, the World Health Organization (WHO) says there is no convincing scientific evidence that weak radiofrequency (RF) signals from cell towers and wireless networks cause adverse health effects. That conclusion is not a claim that every possible RF exposure is harmless: at sufficiently high intensity, RF energy heats tissue and can cause harm.

What cell towers emit—and how RF can affect the body

What people often call “cell tower radiation” is radiofrequency (RF) electromagnetic fields. RF is non-ionizing radiation. The established interaction with the body is heating when exposure is intense enough; WHO says the heating effect is insignificant at the low levels associated with base stations.

WHO’s base-station backgrounder, dated May 2006, reports that surveyed exposures ranged from 0.002% to 2% of international exposure guideline levels, depending on factors such as proximity to the antenna and the surrounding environment. This is a historical survey result, not a current reading for every tower or a guarantee about any particular site. The same backgrounder says publicly accessible places, including schools and hospitals, were normally thousands of times below international standards in the surveys it describes. Does living near a cell tower mean higher exposure?

Not necessarily. ICNIRP cautions that distance alone is not a reliable proxy for exposure. Antenna height, direction and tilt, terrain, vegetation, and reflections from nearby buildings can all affect the field at a particular location. A map radius or straight-line distance cannot establish a person’s actual exposure.

Base stations generally produce continuous, whole-body exposure, which is typically less intense than the more localized exposure from a mobile phone held close to the body. If you need to know the field level at a specific property or location, ICNIRP identifies onsite field measurement as the most accurate assessment. A qualified measurement is more informative than estimating exposure from distance alone.

How to judge claims about health effects

WHO’s conclusion is scoped to weak signals from base stations and wireless networks at low exposure levels. It does not establish that all RF exposure levels are harmless, nor does it logically prove that every possible health risk is absent. WHO’s May 2006 backgrounder says the evidence collected to that point showed “no convincing scientific evidence” that those weak signals cause adverse health effects.

A study reporting an association does not, by itself, show that exposure caused a disease. WHO explains that causal confidence depends on how well findings hold together across evidence, including epidemiological, animal, and cellular studies. Consistency, a dose-response relationship, and a credible biological explanation all matter. When evaluating a claim, check what exposure was actually assessed and what outcome was measured. A study based on distance or modeled exposure is not the same as one based on measured RF field strength; exposure from a handset is not interchangeable with exposure from a base station. Also consider the population, frequency and technology studied, and whether results are consistent across different kinds of evidence.

What the evidence says about 5G

WHO says exposure from infrastructure around 3.5 GHz is similar to exposure from existing base stations, although multiple beams can make exposure more variable depending on location and user activity. WHO also notes that few studies have examined frequencies used for 5G. That means the broad assessment should not be mistaken for equally extensive research on every 5G frequency or deployment. Where to find reliable, current information

  • WHO’s base-station backgrounder addresses towers and wireless networks specifically. Its exposure survey figures and wording are from May 2006, so treat them as dated background rather than current site measurements.
  • ICNIRP’s base-station guidance explains exposure conditions and why distance is not a reliable stand-in for measurement.
  • ICNIRP’s 2020 RF guidelines cover 100 kHz–300 GHz and include base stations, mobile phones, Wi-Fi, Bluetooth, and 5G. They are international guidance; they do not mean every country has adopted identical rules.
  • WHO’s electromagnetic-fields Q&A provides broader context on how health evidence is assessed, beyond cell towers alone.

WHO’s current health-risk assessment and radiofrequency research pages describe a comprehensive RF health-risk assessment as underway. They do not establish a confirmed publication date for its completion.

If you are worried about exposure or symptoms

For a site-specific answer, seek a qualified onsite RF field measurement rather than relying on distance from a tower. If you are experiencing symptoms, discuss them with a healthcare professional; the WHO sources cited here do not establish that low-level RF exposure causes nonspecific symptoms.
