Not necessarily. Bell, Rogers and TELUS have reported adding or planning more international roaming options, but the CRTC has continued to question fees, affordable pay-per-use access for low-data needs, and how easy offers are to find. The public record cited here does not establish that the new offers are affordable in practice.
What the CRTC says the carriers changed
In March 2025, the CRTC said Bell Mobility, Rogers and TELUS had reported new or planned international roaming formats. These included monthly plans for some destinations, weekly or monthly packages, destination-specific passes and family discounts. The companies also identified eSIMs as an alternative. Those are carrier-reported steps, not a CRTC finding that every offer was available to every customer or affordable. Read the CRTC’s March 7, 2025 letter.
The regulator welcomed steps toward more choice but called for continued progress on lowering fees and making offers easier to find. It also singled out a basic problem: travellers who need very little data—perhaps only to receive an authentication text—may still lack an affordable pay-per-use option. The CRTC wrote that it expects Canadians to be able to access pay-per-use options for low-data activities, such as receiving authentication messages, at affordable rates. The letter also says the Commission remains prepared to launch a formal public proceeding if sufficient action is not taken.
Why more choices do not prove affordability
A list of plans, passes and discounts demonstrates variety, not value. Whether an option is affordable depends on what a traveller actually needs, where they are going, and the total bill under the offer’s rules. A daily pass may suit someone using a phone throughout a trip but be poor value for a traveller who only needs occasional connectivity. A package can look inexpensive yet be unsuitable if its data allowance, duration, voice or SMS terms do not fit the trip.

The low-data case matters in particular: if receiving a verification message requires activating a costly daily roaming option, the traveller may pay for much more service than they use. The CRTC’s concern is therefore not just whether a carrier sells a roaming product, but whether travellers can find and pay for a suitably limited option.
What the 2026 filings do—and do not—show
In February 2026, CRTC staff requested additional information about the carriers’ 2025 progress, including subscribers to roaming plans and daily roaming, roaming days, data use, travel passes, and pay-per-use use and revenue. Staff said the information would help the Commission assess whether further steps were needed. See the CRTC staff letter.

The official filing record lists Bell, Rogers and TELUS responses filed March 19, 2026. The available record description does not show the underlying results, and it does not establish a later CRTC conclusion on affordability. The filing record confirms the responses were filed. Without comparing those submissions, it would be premature to say the figures prove the offers are affordable—or that they prove the opposite. The accessible 2026 market-report excerpt likewise identifies carrier roaming and SIM/eSIM cards as options, but gives no attributable numeric roaming figure. See the CRTC’s 2026 market-report page.
How to judge a roaming option for your trip
Compare the carrier’s daily pass, any longer-duration or monthly package, pay-per-use rates, and a destination SIM or eSIM against the same trip and expected use. Check the terms before departure, not just the headline price.

- Destination: Confirm that the country or region is covered, including any limits on which networks you can use.
- Total trip cost: Work out the charge for the whole trip, including the number of days the option applies and any required activation.
- Duration and activation: Check when a pass begins, how long it lasts, and whether it renews or charges again automatically.
- Data and overages: Find the included data amount and what happens when it runs out or the allowance is exceeded.
- Calls and messages: Confirm whether voice calls, sending SMS, and receiving authentication messages are included or billed separately.
- Disclosure: Make sure you can locate the applicable rates and conditions easily before using the service.
A destination SIM or eSIM is another comparison category, not an automatic bargain. Its suitability depends on local coverage, trip length, data needs, and whether you need your Canadian number for calls, texts, or account verification. The CRTC notes that travellers may use carrier roaming or acquire SIM/eSIM cards; it does not establish one choice as cheapest for every trip. CRTC market-report page.
