Usually, no. A hosted AI agent can use one OAuth client registration for many users, while each user authorizes the application separately. Keep each user’s grant and tokens isolated, and check the identity provider’s rules: OAuth standards do not impose a universal one-client-per-user requirement, but a provider, tenant boundary, or deployment policy may call for separate registrations.
What an OAuth client represents
An OAuth client is the software application requesting authorization—not a user account. A client ID identifies that application to an authorization server. If the client is confidential, it also proves its identity using credentials the application can protect. The user’s grant and the access token issued under that grant are separate: they govern what the application may do on that user’s behalf. The OAuth 2.0 framework, RFC 6749 defines the client model; it does not require a unique client registration for every person.
That distinction means a shared client registration does not itself grant access to anyone’s account. Each user must authorize the application through the provider’s supported flow, and the application must use the resulting tokens only in that user’s context.
Choose the registration model for the deployment

Determine whether the agent is confidential or public
The distinction depends on where the code and credentials run, not on whether the application uses AI. A server-side service may be a confidential client if it can protect its credentials. A native app distributed to users is a public client because a secret embedded in the app cannot reliably be kept from its users. RFC 6749 says authorization servers must not issue client passwords or other client credentials to native or user-agent-based applications for client authentication.

For native apps, RFC 8252 specifies use of an external user agent and PKCE. The IETF’s OAuth 2.0 Security Best Current Practice, RFC 9700, published in January 2025, requires public clients using the authorization-code flow to use PKCE and recommends it for confidential clients as well. PKCE binds the authorization request to the token exchange; it is not a substitute for protecting server-side credentials.
Keep each user’s authorization separate
A single registration can serve many separately authorized users, but the service still needs user-level boundaries. Associate each grant and token set with the correct user and tenant, and ensure each agent action is authorized against that user’s grant and application policy. Never use one user’s token for another user’s request.

- Request only the scopes the task needs, and restrict the token audience to the intended resource server when feasible, as RFC 9700 recommends.
- Protect confidential-client credentials on the server and use an appropriate client-authentication method.
- Protect refresh tokens. RFC 9700 requires public-client refresh tokens to be sender-constrained or rotated; it also states that refresh tokens issued to confidential clients can be used only by the client to which they were issued.
- Plan how users revoke access and how tokens are handled when a user or tenant is offboarded.
These controls are consequences of user-specific authorization and least privilege; OAuth does not prescribe a particular database schema for storing grants.
When the agent needs an explicit identity
If downstream services need to distinguish the agent from the user it represents, an ordinary user access token may not express that relationship clearly. RFC 8693, OAuth 2.0 Token Exchange, describes delegation semantics in which the actor retains a separate identity while acting for a user. The standard defines an exchange mechanism, not automatic permission to delegate: the authorization server must support it and decide which actors, scopes, audiences, and token lifetimes are allowed.

Check the provider before implementation
The RFCs establish the general client and security model, but they do not settle every provider’s registration policy. Confirm the provider’s current documentation for multi-user consent, redirect URI rules, refresh-token behavior, tenant-specific registrations, revocation, and token exchange. Use separate registrations when those requirements or your operational boundaries justify them—not simply because the agent serves more than one person.
