Windows 11 can remain usable while unactivated, but you may see activation notices and encounter personalization limits. Microsoft does not publish a complete, current list of features blocked solely by activation status, so claims that all core features stop working—or that every unactivated PC behaves identically—go beyond its documentation. Critical security updates remain available, according to Microsoft, though it does not promise that every other update or benefit will be available.
What changes when Windows 11 is not activated?
The clearest practical drawbacks are activation-related notices and reported limits on personalization. Microsoft’s current activation guidance explains how to check status and resolve activation problems, but does not enumerate every feature that may be restricted across Windows 11 releases.
Activation notices and the watermark
A Microsoft community Q&A answer reports an “Activate Windows” watermark and an activation message in Settings on an unactivated installation. That is a reported behavior, not a Microsoft product specification: the current official documentation reviewed does not guarantee when a watermark appears or that it will appear in every case. Personalization may be restricted
The same community answer reports that some personalization options may be unavailable. Microsoft’s current activation documentation does not provide a definitive list of affected controls, so the exact restrictions may vary; avoid assuming that every personalization setting is blocked.

Do not assume core functions stop working
The sources cited here do not establish that unactivated Windows 11 disables core apps or makes the operating system unusable. They also do not establish that unactivated use is free of practical or licensing concerns. Treat specific claims about blocked functions as unverified unless Microsoft documents them for your version.
Can an unactivated PC still receive security updates?
Microsoft Support says, “Windows will always be able to get critical security updates, even if your version isn’t genuine.” Microsoft also says other updates and benefits are available exclusively for genuine Windows. Check activation status before buying a license
- Open Settings > System > Activation.
- Read the activation status and any displayed error. Microsoft says this page indicates whether Windows is activated and may show an error when it is not.
- Check that the installed edition—such as Home or Pro—matches the edition covered by your license.
- If the status points to an unresolved issue, use the activation troubleshooter where available before purchasing another license.
A “not activated” status alone does not identify the cause. It may reflect an edition mismatch, a digital license that has not activated, a significant hardware change, or a missing or invalid license. Microsoft’s activation-error guidance also notes that an organization may manage activation for volume-licensed devices.
Activation is not the same as proving Windows is genuine
Microsoft describes activation as the process that pairs a product key or digital entitlement with a device’s hardware configuration. It also cautions that activation itself does not evaluate whether the copy is genuine or guarantee that Windows is genuine. Ways to activate Windows 11 legitimately
Windows 11 can be activated with a digital license or a 25-character product key. A digital license is associated with the device’s hardware; linking it to a Microsoft account can help with reactivation after a significant hardware change.
- You may already have a license. Check for a digital license associated with the device or a product key for the installed edition before buying anything.
- Fix an edition mismatch. A Pro license will not activate an installation of Home, or vice versa. Microsoft’s activation troubleshooter guidance covers edition and hardware-change scenarios.
- Use Microsoft’s purchase route if you have no entitlement. From Settings > System > Activation, select Go to Store when that option is offered.
- Use a boxed copy from an authorized retailer. Microsoft lists boxed Windows copies from authorized retailers as a possible source of product keys. Check that the edition and license apply to your device and region.
Microsoft’s activation instructions explain how to enter a key and use the Store option. Avoid keys with unclear provenance or activation-bypass tools.
