Investigative reporting by Liz Pelly alleges that Spotify used a program called Perfect Fit Content (PFC) to promote music from production-company partners on curated playlists, increasing the share of streams going to music that cost the platform less in royalties. That is a reported allegation, not an adjudicated finding or a claim confirmed in Spotify’s official policy materials. “Fake artist” is also an imprecise shorthand: the reporting describes pseudonymous performers and production-company music, which does not by itself establish that the performers were AI-generated, fraudulent or nonexistent.

What does the Perfect Fit Content reporting allege?

In an investigative article for Harper’s Magazine, Liz Pelly describes a Spotify program called Perfect Fit Content. Her reporting says Spotify partnered with production companies and that Spotify staff helped place tracks from those partnerships on curated playlists. Pelly argues that the effect was to grow the share of Spotify streams going to music that was cheaper for the platform.

The allegation concerns both playlist placement and the economics of the music being promoted. It is not simply a claim that Spotify hosted pseudonymous performers or that every unfamiliar act on a playlist was secretly controlled by the company. Pelly’s article is the central published source for the PFC account; the material available here does not establish an independently verified, program-wide estimate of its scale or royalty savings.

The Harper’s article is an excerpt from Pelly’s book, Mood Machine: The Rise of Spotify and the Costs of the Perfect Playlist. The book offers further reading on the subject, but its existence is not independent corroboration of the excerpt’s claims.

Does “fake artist” mean AI-generated or fraudulent?

Not necessarily. “Fake artist” is a loaded label. Pelly’s reporting describes pseudonymous performers and music associated with production companies; a pseudonym alone does not show that a human creator is absent, that AI made the recording, or that a crime or fraud occurred.

Spotify’s August 2026 announcement about AI Persona badges makes a related distinction: its badge concerns whether a profile represents an actual human, separately from how the music was made. Those evolving identity tools do not settle what happened under PFC or establish the identity or production method of any PFC-associated act.

How the PFC allegation differs from Spotify’s documented royalty policies

Spotify’s official descriptions cover other programs and rules. They should not be treated as proof of PFC, nor should PFC be used to describe how those separate policies work.

Streams outside those contexts do not incur that fee. Discovery Mode is not evidence that PFC existed or that a track was placed on a playlist through PFC.
Recorded-music royalty eligibility Spotify’s Royalties Guide says that, from April 2024, a track must have at least 1,000 streams in the previous 12 months to be included in the recorded-music royalty-pool calculation. Spotify says the change does not reduce the total pool paid to rights holders. This is a separate eligibility rule, not a measure of PFC’s effect on royalties.
Artificial-streaming enforcement Spotify says it adjusts public stream counts after confirming artificial streams, may withhold associated royalties, and advises artists who notice abnormal activity to contact their label or distributor. This concerns manipulated streams; it does not establish that PFC tracks were artificially streamed.

What does Spotify say about the 1,000-stream threshold?

Spotify’s Royalties Guide, accessed in 2026, says the threshold directs small payments that often do not reach uploaders toward tracks that qualify for the royalty-pool calculation. Spotify says that tracks with 1–1,000 streams in the preceding year generate an average of $0.03 per month, and that 99.5% of all streams are of tracks with at least 1,000 annual streams. Spotify also says the change could redirect $40 million per year in small payments to increase payments to artists more dependent on streaming revenue.

Those figures are Spotify’s explanation of its separate eligibility policy. They are not an estimate of PFC savings. Spotify’s stated position is: “There is no change to the size of the music royalty pool being paid out to rights holders from Spotify; we will simply use the tens of millions of dollars annually to increase the payments to all eligible tracks, rather than spreading it out into $0.03 payments.” The statement addresses the threshold policy, not PFC.

What can readers conclude—and what remains unproven?

  • Reported: Pelly says Spotify had PFC partnerships with production companies and staff involvement in playlist placement, and argues the program favored music that cost Spotify less in royalties.
  • Not established by the cited account: an independently audited total for PFC’s reach, its present-day prevalence, or a program-wide savings figure.
  • Documented separately: Spotify’s Discovery Mode terms, royalty eligibility rule and artificial-streaming guidance describe distinct policies with different mechanics.
  • Not interchangeable: the 1,000-stream threshold figures and artificial-streaming enforcement do not prove or quantify the PFC allegation.

Spotify’s official policy materials describe the separate rules above; they do not expressly confirm PFC as Pelly describes it. The careful conclusion is therefore that the PFC claim is a significant investigative-reporting allegation, while its full scale, current prevalence and financial impact are not independently established by the available figures.
