Not conclusively. In December 2023, Shanghai Micro Electronics Equipment Group (SMEE) shareholder Zhangjiang Group said SMEE had developed a lithography machine usable to make 28-nanometer chips. Zhangjiang later removed the 28nm reference from its post, and contemporaneous reporting did not establish independent testing, delivery, or production use. The accurate takeaway is that a backer made the claim—not that a production-ready 28nm scanner was verified.
What did Zhangjiang Group claim about SMEE?
Bloomberg reported on December 20, 2023, that Zhangjiang Group had posted on WeChat that SMEE developed a lithography machine that could be used to make 28nm chips. The post was later amended to say only that SMEE was committed to building advanced lithography machines. The Business Times also reported that the original post’s 28nm reference was removed. Bloomberg’s report, republished by Data Center Knowledge and The Business Times report describe the claim and its subsequent change.
Who made the statement?
The statement came from Zhangjiang Group, not from a named SMEE spokesperson. The Business Times identified Zhangjiang Group as the parent of Shanghai Zhangjiang Hi-Tech Park Development and, citing Tianyancha data, reported that the listed company was SMEE’s fourth-largest shareholder at the time. That relationship helps explain the “backer says” framing; it does not independently verify the machine’s capabilities.
Did SMEE confirm the machine?
Bloomberg reported that a representative who answered SMEE’s general phone number had no additional information to offer. That is not a detailed confirmation or denial. TrendForce also reported the Zhangjiang announcement and said its original source article was deleted shortly after publication; that adds context about the public record, not technical validation. TrendForce’s December 22, 2023 account describes the deletion.

What is established—and what is not?
The contemporaneous reports establish that Zhangjiang Group initially attributed a 28nm-capable lithography machine to SMEE and then removed that node reference. They do not establish that an independent party tested the machine, that SMEE delivered it to a customer, or that it was used in chip production. No independently supported figures for resolution, overlay, throughput, shipments, or production use were reported in these accounts.
- Established: Zhangjiang Group made the 28nm claim in a WeChat post, according to contemporaneous reporting.
- Also established: the post was amended and no longer included the 28nm reference.
- Not established by those reports: an independently validated 28nm specification, customer delivery, or production deployment.
What would a 28nm lithography claim mean?
Lithography is the process used to pattern features onto semiconductor wafers. A tool capable of supporting 28nm chip manufacturing would relate to a mature process node, not by itself demonstrate a tool for the most advanced chips. Bloomberg noted in 2023 that 28nm chips had first become available in 2011 and remained useful in products including smartphones and electric vehicles. That is industry context, not evidence that SMEE supplied manufacturers.

The reported claim should not be confused with proof of extreme ultraviolet (EUV) capability or parity with ASML’s leading systems. A meaningful technical comparison would need documented exposure technology, supported process node, independently demonstrated production use, and performance measurements. The cited accounts provide none of those specifications for the alleged SMEE machine.
How does the U.S. Entity List context fit?
U.S. Bureau of Industry and Security (BIS) Entity List material identifies Shanghai Micro Electronics Equipment (Group) Co., Ltd., with SMEE as an alias. The live BIS Entity List supplement is the relevant place to check the current entry. A listing is a regulatory fact; it says nothing about whether the 2023 lithography claim was technically demonstrated.

Separately, on December 2, 2024, BIS announced semiconductor manufacturing equipment export controls covering 24 types of equipment and additions of 140 entities to the Entity List. A December 5, 2024 Federal Register rule includes an amendment to SMEE’s entry. These figures describe the scope of that U.S. policy action, not performance characteristics of any SMEE machine. Bloomberg reported that shares of Shanghai Zhangjiang Hi-Tech Park Development rose by as much as 8 per cent after the announcement. That was the reported maximum move following the news in 2023, not a current share price and not evidence that the machine worked. The distinction matters: investor reaction to a breakthrough claim is not a substitute for technical disclosure or independent verification.
