Yes. Pakistan announced a first-phase allocation of 2,000 megawatts (MW) for Bitcoin mining and artificial-intelligence data centers in May 2025. That was an announced plan—not proof that 2,000 MW was connected to projects or that mining and data-center operations had begun. Reporting at the time said approvals and preparations were still incomplete.
What Pakistan announced
On May 25, 2025, Radio Pakistan reported that the government had allocated 2,000 MW for Bitcoin mining and AI data centers as part of a strategy to use surplus electricity. The report attributed the initiative to the Pakistan Crypto Council and the Finance Division. Radio Pakistan’s May 25 report described the allocation and its stated rationale.
On May 29, Radio Pakistan reported that Special Assistant to the Prime Minister on Crypto and Blockchain Bilal Bin Saqib presented the allocation as Phase One while speaking at Bitcoin Vegas 2025. That follow-up report also situated the announcement within the government’s broader crypto plans.
Has the Bitcoin mining plan started?
The sources available do not establish that projects under the 2,000 MW allocation are operating. The announcement described a proposed use of power; it did not document energized facilities, actual electricity consumption, or completed mining and AI data-center projects.

A key distinction is between an allocation announced by officials and capacity delivered to a project. Evidence of execution would include approved arrangements, named or contracted projects, connections to the grid, and measured power use. The cited reports do not provide those operational details.
Were the electricity approvals and tariffs settled?
No. Dawn reported on May 26, 2025 that necessary preparation and approvals from relevant forums had not been completed when the allocation was announced. It described incentives and electricity pricing as proposals under consideration, not confirmed terms.

On September 21, 2026, ProPakistani reported, citing Ministry of Energy sources, that the government had not secured IMF approval for a proposal to offer Bitcoin mining operations a lower electricity rate. This concerns a proposed concessional tariff; it does not establish that every element of the 2,000 MW announcement depended on that proposal or that the allocation itself was cancelled. Why officials say Pakistan wants to use the power
The Finance Division’s stated aims, as reported by Radio Pakistan, were to monetize surplus electricity, attract billions in foreign investment, create high-tech jobs, and generate government revenue. These are policy goals and projections. The reports do not show that those benefits have been realized through the allocation.

The plan’s practical case depends on whether electricity is genuinely surplus at the relevant locations and times, and on the terms under which it can be supplied. Pakistan’s power-sector context matters: the IMF’s 2026 country report discusses excess capacity, power-sector reform, the transition in electricity markets, and grid sustainability. It provides context for assessing the proposal, but does not verify that the 2,000 MW allocation entered operation.
