Not as a standalone update on every Windows PC. Microsoft described KB4577586 as optional in Windows Update and WSUS. It later included Flash removal in cumulative updates for specified Windows releases, and Windows 10 version 21H1 or later also removes the Windows-installed Flash component. Which route applied depended on the Windows version and deployment path.
What does KB4577586 remove?
KB4577586 removes Adobe Flash Player installed as part of the Windows operating systems listed in Microsoft’s support article. It does not remove a copy of Flash that you installed manually from another source.
Microsoft also documented a known issue: the update may remove registry settings for a third-party-provided Flash Player. Microsoft’s stated resolution is to reinstall that third-party version.
Did Windows install KB4577586 automatically?
The standalone KB was optional when Microsoft offered it through Windows Update and WSUS; the support article does not say it was forcibly installed on every device. However, Microsoft later moved Flash removal into broader update paths. Its Edge Blog update, published September 4, 2020 and updated in April 2021, said the package would be included in later cumulative updates and rollups for specified platforms. Updating to Windows 10 version 21H1 or later also removes the Windows component.

Why did Flash disappear from Windows?
Adobe ended Flash Player support after December 2020, following a 2017 announcement by Adobe, Microsoft, and industry partners. Microsoft cited declining Flash use and more secure alternatives, including HTML5, WebGL, and WebAssembly. It also planned to end support in Edge and Internet Explorer 11 and remove the Windows component through KB4577586 and later updates.
In Microsoft’s September 2020 Edge Blog post, author Suchithra Gopinath wrote: “The decision to end support for Flash Player was made by Adobe due to the diminished usage of the technology and the availability of better, more secure options such as HTML5, WebGL, and WebAssembly.”
