In 2014, a cyberattack altered 11 electronic road signs in three states, according to the Center for Internet Security (CIS). The Daktronics Vanguard credential at the center of the ensuing alert was a default password owners were expected to change—not a hardcoded password that could not be changed. Investigators suspected different access weaknesses in different states, so the incident should not be reduced to one confirmed attack method.
What happened to the highway signs?
CIS reported on June 3, 2014, that a malicious actor compromised 11 electronic road signs—also called Dynamic Message Signs (DMS)—in three states between May 30 and June 1. The signs displayed messages claiming they had been hacked; at least one message invited drivers to interact through Twitter. CIS’s alert documents the count and the incident.
The affected displays included Daktronics controllers in at least two states. The incident involved unauthorized changes to public-facing traffic messages, not evidence that every sign or controller of that type was vulnerable in the same way.
Was the password hardcoded or a default?
The distinction matters. Initial reporting described the Vanguard password as hardcoded. Daktronics said ICS-CERT clarified on June 6, 2014, that it was a default password that owners should change during installation. A default is a preset credential that can be changed; “hardcoded” ordinarily suggests a value built into software or equipment that cannot be changed through normal configuration. Daktronics’ June 12 statement recounts that clarification.

That correction does not make the exposure harmless. If a system is deployed with a known or easily guessed credential, or is reachable through poorly protected network services, an attacker may have a path to its management functions. But the 2014 evidence does not establish that the Vanguard password alone caused every sign compromise.
How did investigators think the signs were accessed?
CIS reported investigators’ suspicions, not a single confirmed attack chain for all 11 signs:

- In one state, investigators suspected weak SNMP community strings. SNMP is a network-management protocol; community strings function as credentials in older versions.
- In another state, investigators suspected access through Telnet on port 23 combined with a simple password cracker.
- In one state, the actor changed modem passwords, and technicians had to restore factory defaults to regain access.
These are jurisdiction-specific investigative beliefs recorded in the CIS alert. They should not be treated as proof that every controller was reached through Telnet, SNMP, or the same credential.
Why tampering with a traffic sign matters
A DMS carries operational information: drivers may rely on it for road hazards, closures, or other conditions. A false or joke message can undermine that information and draw attention away from driving. CIS specifically warned that drivers might slow down or stop to look at and photograph altered signs rather than focus on hazard directions.

The alert does not report a measured number of crashes, injuries, or financial losses caused by the incident. The safety concern is a plausible risk described by CIS, not a quantified outcome.
What should DMS owners do to reduce the risk?
The 2014 recommendations point to defense in depth: secure the device itself, reduce its network exposure, limit who can manage it, and detect unauthorized changes. CIS and Daktronics described the following measures for system owners and operators:

- Replace default credentials. Use strong, unique passwords. Change default SNMP community strings; if SNMP is required, use distinct strong read-write and read-only credentials, and prefer SNMPv3 where supported.
- Disable what is not needed. Turn off Telnet and web interfaces when they are unnecessary, disable SNMP if unused, and close unnecessary ports where possible.
- Keep control equipment off public networks. Place DMS equipment on a secured, isolated network or secured WAN, behind firewalls. Separate control-system networks from business networks rather than relying on a password as the only barrier.
- Constrain management access. Restrict changes to predefined addresses and tightly limit remote access. Daktronics advised using a secure, updated VPN when remote access is required, while cautioning that a VPN is only as secure as the devices connected through it.
- Log and review changes. Enable remote change logging where available and regularly review records for unexpected activity.
- Protect physical access. Secure control panels so an attacker cannot bypass network protections by reaching equipment directly.
These are source recommendations, not evidence that any particular agency adopted them. They also do not establish the current configuration or exposure of any sign.

DMS security is broader than password hygiene. An April 2026 Federal Highway Administration report, FHWA-JPO-26-004, identifies security controls intended to protect DMS and information flows through their interfaces. The report frames controls around confidentiality, integrity, and availability; its repository record is an abstract, so implementation details should be taken from the full report.

A separate SecurityWeek report in June 2026 described a CISA advisory involving vulnerabilities in Daktronics VFC-DMP-5000, DMP-5000, and DMP-8000 controllers, including path traversal, authenticated arbitrary file upload, and default administrator credentials. SecurityWeek quoted Daktronics as saying the vulnerabilities had been mitigated, affected customers notified, and no active exploits reported to the company. Those were different controllers and issues from the 2014 Vanguard default-password incident; operators should consult current CISA advisories and vendor notices for operational decisions. SecurityWeek’s 2026 report describes that later case.
