Data extraction is the source-acquisition step in a data workflow: you obtain or copy records from a database, API, website, file, or scanned document so they can be staged, transformed, analyzed, or loaded into another system. The right method depends on what the source permits, how often it changes, how much data must move, the checks required, and whether personal or protected information is involved.
This guide compares structured access, web scraping, and document capture; explains full and incremental extraction; and shows how to validate results and plan the downstream ETL or ELT process.
What data extraction means
Extraction copies data out of one or more source systems into a working area or destination. In an ETL pipeline, extraction happens first, followed by transformation and loading. AWS describes staging as an intermediate area that can be temporary or retained for troubleshooting and replay.
Extraction is not the whole pipeline. ETL transforms data before loading it into the target. ELT loads the raw data first and transforms it inside the target platform, which can suit high-volume or unstructured data when that platform has the necessary processing capacity.

A useful extraction design records the source, retrieval time, request parameters, response status, and any transformations applied later. That provenance lets you explain where a value came from and repeat or repair a run.
Compare the main extraction routes

These routes solve different source-access problems. An API is not automatically public or unrestricted, and a scraper is not a substitute for a database export when the owner can provide one.
Choose an extraction cadence
Source notifications
Use an update notification when the source can signal that a record changed. A message can trigger a focused retrieval, reducing polling and making freshness easier to manage. Store the event identifier and the retrieved version so duplicate notifications do not create duplicate records.
Incremental extraction
Incremental extraction retrieves records changed since a known point, such as a timestamp, sequence number, or source-provided cursor. Save the last successful cursor only after the batch has been validated and committed. Allow for late-arriving updates by using an overlap window or a source-supported change log when appropriate.

Full extraction
A full extraction reloads every record because the source cannot reliably identify changes. AWS notes that this transfers more data and recommends it only for small tables in the context it describes. For larger sources, a full pull can increase cost, runtime, locking, and duplicate-handling work, so use it deliberately or as an occasional reconciliation run.

When a database or API is available
Check the access contract first
Confirm authentication, allowed fields, pagination, rate limits, retention rules, error responses, and versioning. Ask whether the owner offers a bulk export, change feed, or scheduled file transfer. Eurostat’s HICP guidance says APIs are generally more stable than websites and encourages contacting site owners and considering direct data arrangements; that is statistical-work guidance, not a universal requirement that every source expose an API.
Design for repeatable retrieval
- Identify a stable key and a field that records change time or version.
- Request only the columns and date range needed for the run.
- Follow pagination links or cursors rather than assuming a fixed page size.
- Persist raw responses before transforming them.
- Retry transient failures with backoff, but do not retry authentication or validation errors indefinitely.
- Record the source version, request window, row count, and checksum or equivalent run identifier.
For a relational source, an export query can use a monotonically increasing key or a change timestamp. For an API, the equivalent may be a since parameter, cursor, webhook, or vendor-specific change token. The exact mechanism belongs to the source’s contract.
Web scraping versus crawling and archiving
Web scraping extracts selected information from web pages. Crawling or web archiving systematically downloads whole pages for discovery or preservation. The U.S. National Library of Medicine lists the MediaWiki Action API and Python’s Beautiful Soup library as examples of structured API access and HTML/XML parsing; those examples illustrate different approaches rather than a universal tool recommendation.
For the purpose of these guidelines, web content retrieval activities, including the use of Application Programming Interfaces (APIs) and web scraping, are defined as the automated extraction of content available on the World Wide Web.
This definition appears in the European Statistical System’s web-content-retrieval guidelines, which apply to its statistical activities.

A careful scraping workflow
- Look for an agreed channel. Check for an API, downloadable file, RSS feed, or direct arrangement before parsing page markup.
- Read the site’s rules. Review terms, robots instructions, authentication requirements, and any published scraping policy. Do not bypass a bot check, CAPTCHA, paywall, or technical access control.
- Minimize requests. Retrieve only the pages and fields needed, use caching where permitted, identify the automated client, and set a conservative request rate.
- Make the parser resilient. Prefer semantic attributes and stable identifiers over brittle positional selectors. Store the original URL, retrieval time, and a copy or hash of the response.
- Handle dynamic pages explicitly. Determine whether the needed data arrives in the initial HTML, an embedded JSON object, or a client-side request. Use an authorized data endpoint when one exists.
- Checkpoint and resume. Save completed URLs and failed responses so an interrupted run does not start over or silently omit records.
- Validate before publishing. Compare expected fields, page counts, date ranges, and totals against the source and flag structural changes for review.
The ESS guidance recommends transparency about methods, minimizing server burden, informing owners when activity is substantial, considering agreements or alternatives such as APIs and file transfer, identifying the retrieval bot, and following site-specific scraping policies. Treat those as guidance within that remit, not as a blanket legal rule for every project.

Capture data from scanned documents
OCR, optical mark recognition, and related capture processes convert visual records into data files. OCR output is captured data, not automatically verified truth: a plausible-looking character can still be wrong, and errors often cluster around low contrast, skew, unusual fonts, tables, or handwriting.

The U.S. Census Bureau’s Statistical Quality Standard C1 describes controls for covered data-capture operations. Apply the same principles to your project:
- Define the accuracy needed for each field and the consequences of an error.
- Verify the capture system with representative documents before production.
- Monitor error types and rates during the run, not only at the end.
- Route uncertain fields or samples for human review and correct recurring failures.
- Protect restricted information during scanning, processing, transfer, and storage.
- Retain configuration, validation results, exception logs, and documentation sufficient to reproduce and evaluate the process.
Validate extracted data before it moves downstream
Schema and type checks
Confirm required columns exist, identifiers have the expected format, dates include an unambiguous timezone or calendar convention, and numeric fields are not contaminated by currency symbols or OCR artifacts.
Completeness and reconciliation
Compare row counts, page counts, date coverage, and source totals with the extracted batch. Investigate sudden zero-row results, duplicated keys, missing partitions, or an unexpected drop in a field’s population.
Business-rule checks
Test ranges, permitted categories, referential relationships, and arithmetic relationships that should hold. Keep rejected records with a reason rather than silently discarding them.

Store source location, retrieval time, request or file identifier, parser version, and validation outcome. Keep immutable raw data when policy permits so a corrected transformation can be rerun without re-contacting the source.

Privacy, access, and responsible collection
Public visibility does not automatically remove privacy obligations. A 2024 joint statement from Canada’s privacy commissioners says publicly accessible personal information remains subject to privacy laws in most jurisdictions and emphasizes a lawful basis, transparency, and consent where required. CNIL’s January 2026 English courtesy translation says scraping is not prohibited per se but must be assessed case by case, including privacy, intellectual-property, and other rights risks.
Before collecting personal or protected data, document the purpose, legal basis, minimum necessary fields, retention period, access controls, deletion process, and method for handling requests or objections. Limit collection to what the downstream purpose requires, avoid inferring sensitive attributes unnecessarily, and keep credentials and restricted records out of logs.
Connect extraction to ETL or ELT
Stage the raw result
Write the untouched response, file, or capture to a controlled staging area. Include a run identifier and make partial runs distinguishable from complete ones.

Normalize names and types, deduplicate using a documented key, map categories, and quarantine invalid records. In ETL, perform these transformations before loading the target. In ELT, load the raw result first and apply them in the target platform.
Load and monitor
Use idempotent upserts or partition replacement where possible. Track freshness, row counts, validation failures, and source errors. Alert on a missing notification, stalled cursor, schema change, or unusual volume rather than waiting for a user to discover stale data.
